The petition noted that employees from a neighboring <br />business have been parking along 4th Avenue and creating problems and <br />inconveniences for the 4th Avenue residents. <br /> <br />Staff reviewed the request and recommends the installation of "Two Hour <br />Parking, 8 a.m. to 7 p.m., Monday through Friday" signs on 4th Avenue <br />between County Road E-2 and 6th Street. Rebelein asked the residents <br />whether this signage is acceptable to them and they indicated it is. <br /> <br />Dick Loscheider, 566-4th Avenue NW, said being that the current six hour <br />limitation has been ignored would the two hour limit also be abused? <br />Rebelein said the two hour limitation would inconvenient a person by <br />having to move their vehicle every two hours to avoid violation. <br /> <br />Gene Witkowski, 533-4th Avenue NW. prefers "Residential Only or Permit <br />Parking" and feels the two hour restriction may cause difficulties for <br />overnight/out-of-town visitors. Benke said a resident should notify the <br />Police if a visitor requires overnight parking. Benke feels the six hour <br />limitation resolves the situation without installing a permit system. Proper <br />noted one area posted "Resident Only" which has caused numerous <br />problems for its residents. <br /> <br />Benke said Zeos has been responsive to the parking concerns and has <br />communicated this to their employees. <br /> <br />Kevin locke, Community Development Director, said Zeos' rapid <br />expansion and shortage of employee parking is the basis for the problem. <br />Zeos is evaluating neighboring sites for possible parking lots. <br /> <br />Williams feels the parking restriction should be experimental and asked <br />residents to notify staff if future problems arise. <br /> <br />Motion by Larson, seconded by Gunderman, to WAIVE THE READING <br />AND ADOPT THE RESOLUTION ORDERING INSTALLATION OF "2 HOUR <br />PARKING 8 A.M. TO 7 P.M. MONDAY THROUGH FRIDAY" SIGNS ON <br />4TH AVENUE NW BETWEEN COUNTY ROAD E-2 AND 6TH STREET NW. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Childs presented a request from Giuseppe's Restaurant to lower the City's <br />wine license fees. Currently, Giuseppe's Restaurant is the only requestor <br />of such a license. The City's license fee is at the State allowed maximum <br />and is relative to other cities of comparable size. <br /> <br />The proposed resolution establishes a minimum $500 fee for 25 person <br />capacity; plus $100 per 10 persons in excess of the 25 capacity.
