<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />February 12, 1991 <br /> <br />Page 3 <br /> <br />Public Hearing - 7:52-8:31 p.m. <br /> <br />Les Proper, City Engineer, presented the County Road H watermain project <br />feasibility report. The project would be the installation of a six inch <br />diameter watermain along the south side of County Road H from Spring <br />Creek Drive and Stinson Boulevard. <br /> <br />Spring Creek Drive is served by a long dead-end watermain from Stinson <br />Boulevard and Rice Creek Terrace. If the watermain broke, the area would <br />be without water and fire protection would be hampered. The project <br />would connect this dead-end watermain to a second dead-end watermain <br />on County Road H. Combining the watermains would improve water <br />quality and eliminate the use of a small service pipe. <br /> <br />Also, the project provides for service to 2 vacant lots, 2 lots with wells. <br />and reconnect 2 lots from Mounds View water to New Brighton water. <br /> <br />The estimated cost is $53,360.22, with $43,760.22 being paid from <br />water user fees. The remaining balance would be paid by special <br />assessments against the lots being served by the watermain. The 2 lots <br />connected to Mounds View would received a $1.500 per lot credit <br />equaling the amount paid to connect to the Mounds View watermain. <br /> <br />As a cost saving measure, the project would be combined with the <br />Sunnyside Area street rehabilitation. The project would be completed in <br />September 1991 and the assessment hearing held in August 1992. <br /> <br />Barb Cloues, 2875 County Road H, questioned the assessment since her <br />home has service. Proper said the assessment involves the west half of <br />her lot. Because the lot is unusually wide (160 feet), City policy states <br />lots large enough to be subdivided are required to install water service. <br />Ms. Cloues noted the west half lies in a creek bed and is unbuildable. <br />larson has seen the lot and agrees it would be very difficult to develop. <br /> <br />Benke said upon determination the lot is unbuildable. the City could ask <br />for a deed restriction to insure that upon future subdivision, the City <br />would not be responsible for installation costs. John Cloues does not <br />intend to subdivide the lot and would agree to a deed restriction. Proper <br />said a method for handling the situation would be formalized at the <br />assessment hearing. Proper and the Cloues will decide on a course of <br />action and present a recommendation to Council at the assessment <br />hearing. <br /> <br />lyle Bellis, 2977 County Road H, owns a well and wishes connection to <br />the watermain, but would like his well tested for contaminants. Proper <br />said if contaminants were found in Bellis' well. it may be from the Onan <br />site, not the Army ammunition plant. LeFevere said it is not City policy to <br />test 8 resident's well, but the Public Health Department or a private <br />agency could provide testing. LeFevere said a lawsuit was filed by private <br />well owners which is similar to the recent municipal lawsuit with Cnan. <br />Proper will furnish Mr. Bellis with the names of the complainants.
