<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />January 22, 1991 <br /> <br />Page 3 <br /> <br />Public Hearin9 7:35 ~ 7:37 p.m. <br /> <br />City Planner Erny Mattila said the Ramsey County Recorder's Office <br />requires Mike Mezzenga to vacate a road easement which bisects the <br />Creekwood Estates plat, north of Long Lake Road and south of 14th <br />Avenue NW. Once the road easement is vacated, the utility easement and <br />public right-of-way would be established when the plat is recorded. The <br />easement is not improved with public or private roads or utilities. <br /> <br />There were no comments from the audience. <br /> <br />Motion by Gunderman, seconded by Rebelein, to CLOSE THE PUBLIC <br />HEARING. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Motion by Williams, seconded by Larson, to WAIVE THE READING AND <br />ADOPT THE ~ESOLUTION MAKING FINDINGS OF FACT AND <br />APPROVING THE VACATION OF A ROAD EASEMENT. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Council Business <br /> <br />Dan Solar, Ramsey County, presented the draft feasibility report for <br />intersection improvements at County Road D and Cleveland Avenue. The <br />report addresses a reconstruction option or maintenance option. The <br />reconstruction option includes sidewalk, storm sewer, concrete curb and <br />gutter, new bituminous surfacing, and a traffic signal. The maintenance <br />option consists of patching, widening and overlaying the existing road <br />surface and installation of a traffic signal. <br /> <br />The County recommends the reconstruction option and approval is needed <br />from New Brighton, Arden Hills and Roseville. Each city will pay a portion <br />of the curbing, storm sewer, traffic signals, and sidewalk. <br /> <br />To accommodate parking at Ken's Market and Schutta Hardware, drive <br />over curbs are proposed. These businesses are the only affected <br />properties. Benke confirmed the residential areas would not be widened. <br /> <br />Proper said the long range plan shows a sidewalk on the east side of <br />Cleveland Avenue on the Arden Hills side. Solar said Arden Hills prefers <br />only curb and gutter be installed on Cleveland Avenue at this time.
