<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />January 22, 1991 <br /> <br />Page 4 <br /> <br />Council Business. continued <br /> <br />Motion by Gunderman, seconded by larson, to RECEIVE THE DRAFT <br />FEASIBILITY REPORT FOR INTERSECTION IMPROVEMENTS AT COUNTY <br />ROAD 0 AND CLEVELAND AVENUE BY RAMSEY COUNTY AND PROVIDE <br />PRELIMINARY CONCURRENCE WITH THE INCLUSION OF THE SIDEWALK <br />COMPLETION ALONG COUNTY ROAD D. <br /> <br />5 Ayes ~ 0 Nayes, Motion Carried. <br /> <br />David Fridgen, City Sanitarian. explained the 1991 recycling grant and <br />service agreements which provide for County funding of recyclables <br />collection and E.Z Recycling to perform the collection service. <br /> <br />One exception from last year's program is the use of recycling bins. The <br />program will be funded through donations from local civic groups and a <br />50% matching grant from Metropolitan Council. The group contributors <br />are: E.Z Recycling, Tri.City legion, New Brighton Eagles, New Brighton <br />lions, New Brighton Chamber, and Ramsey County Grant Program. <br /> <br />In 1992, the County will no longer levy a tax for recycling. At that time, <br />the City would begin charging a license fee to garbage haulers to reflect <br />the recycling cost. The haulers would then charge an additional fee to <br />each customer to reflect the service. Fridgen said this method would <br />eliminate charging the taxpayers twice for recycling services. <br /> <br />Staff recommends awarding bid to Ellison Equipment for a total amount of <br />$28,440 for 6,000 bins at $4.74 each. The bins will be the property of <br />the City and E~Z Recycling will assist in the delivery of the bins. <br /> <br />Motion by Rebelein, seconded by Gunderman, to APPROVE THE <br />AGREEMENT BETWEEN RAMSEY COUNTY AND THE CITY OF NEW <br />BRIGHTON FOR A RECYCLING GRANT; AND APPROVE THE AGREEMENT <br />BETWEEN THE CITY OF NEW BRIGHTON AND E~Z RECYCLING FOR <br />RECYCLING SERVICES; AND APPROVE THE PURCHASE OF THE <br />RESIDENTIAL RECYCLING BINS FROM ELLISON EQUIPMENT COMPANY <br />CONTINGENT UPON APPROVAL OF THE GRANT APPLICATION ON <br />JANUARY 24, 1991. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Maurie Anderson, Park and Recreation Director, said the Innsbruck East <br />Homeowners Association requested the City to consider a donation of a <br />three acre parcel. The matter was presented to the Park Board in January <br />and they recommended acceptance of the parcel as park property. <br /> <br />In this circumstance, however, staff recommends this recommendation <br />not be followed.
