Site Security: <br /> <br />along 5th Street SW and at the Old Highway 8/5th Street SW <br />intersection. <br />On 5th Street SW <br />Adequate <br /> <br />STAFF COMMENTS <br /> <br />The proposed development complies with the Comprehensive Plan, the 1-1 district standards, and <br />Parking Ordinance standards, with the exception of the 75 foot high unit load portion of the <br />building. The unit load area exceeds the 1-1 district 40 foot building height limitation by 35 feet. <br /> <br />The proposed unit load portion of the building would be occupied exclusively by the Automatic <br />Storage and Retrieval System, and would not be used for office space and would only occasionally <br />be occupied by employees. The proposed unit load section of the building is similar to the Johnson <br />Filtration 60 foot high crane bay area that was granted a 20 foot height variance in 1989 to allow <br />for special filter assembly equipment. Each of these building units were designed to accommodate a <br />specific piece of equipment or process. The Johnson Filtration crane bay area expansion <br />represented 2 % of the total roof area, likewise, the unit load area of the proposed building would <br />represent only 7.6% of the total roof area. <br /> <br />The unit load facility would be separated from industrial land uses to the north by Jones Lake and a <br />150 foot setback from the Jones Lake normal high water mark. 1-35W to the east would be <br />separated by a stand of mature trees, high power line towers, a county drainage ditch, and the <br />exterior storage area screening. The two and a half story apartments to the west would be separated <br />by a two story wellhouse and a 165 foot high City water tower. Highway 88 to the south would be <br />separated by approximately 20 acres of vacant industrially zoned land planned for office/warehouse <br />development. <br /> <br />Truck and car traffic generated from the site would travel on 5th Street SW to Old Highway 8. 5th <br />Street SW is the only access to the industrially zoned land south of Jones Lake. Traffic safety along <br />5th Street SW may somewhat diminish as a result of the proposed industrial facility, however, as the <br />larger vacant area south of Jones Lake is further developed, it is very likely a second access from <br />Old Highway 8 to the industrial park would be planned for the area north of McDonald's. This <br />second access would allow for a decrease in the number of vehicles using 5th Street SW. <br /> <br />The impact of the proposed development would be diminished through berming and landscaping <br />along the unit load elevation, parking area and the exterior storage area. <br />
