I

I

I

Council Meeting Minutes
January 8, 1991

Page 8

Soecial Order of Business. continued

First, to our Boards and Commissions. and especially Ken Johnson, who
led the Community Center Task Force. I don't know of any person
amongst all of our Boards and Commissions or Council and staff who
worked harder on that issue. It is unbelievable the amount of effort he
put in to it. The staff, especially Samantha and Anne. Bumper and Keith,
dedicated police officers who have retired. To Dave, for your leadership
of the staff, I think it has been a great year and we thank you for that.
Council, I thank you for your continued support and encouragement and
effort, and promise you only that we need more in 1991. To the residents
of the City of New Brighton, I would like to thank you for your support
and encouragement and challenge you also to a greater effort and a
greater level of participation in the coming year. And last, but not least I
would especially like to thank my wife Judy, I couldn't do it without her.

Motion by Benke, seconded by Larson, to APPOINT DANA REBELEIN AS
ACTING MAYOR FOR 1991.

5 Ayes - 0 Nayes, Motion Carried.

Motion by Rebelein, seconded by Williams, to APPOINT DAVID FRIDGEN
AS ASSISTANT WEeD INSPECTOR FOR 1991.

5 Ayes - 0 Nayes, Motion Carried.

Motion by Williams, seconded by Larson, to REAPPOINT GERI EVANS TO
THE CIVIL SERVICE COMMISSION TO A THREE YEAR TERM EXPIRING
12/31/93.

5 Ayes - 0 Nayes, Motion Carried

Williams said the City is fortunate to have such excellent Board and
Commission volunteers. He feels a commissioner's previous year
attendance record should be an important consideration during
reappointment. He suggested that commissioners who miss more than
50% of meetings should be appointed to only a one year term.

Benke feels standardizing procedures are needed and Council and Chairs
will be developing recommendations for an attendance policy. He noted
all reappointees have attended 50% or more meetings and feels it is
correct to make these reappointments.

Rebelein feels meeting attendance requirement should be increased to
75%.

Special Order of
Business
