I believe that we need to look long range <br />because we have the strength to do so. We have the time to do so and I <br />think we have the opportunity to control our own destiny to the point and <br />extent that most cities can, much beyond many other cities. I think that's <br />a strength that we need to capitalize on. <br /> <br />The process for long range planning I think is quite simple. The Council <br />and Staff need to provide leadership. The Boards and Commissions and <br />the residents need to be involved. And we need to decide on how we will <br />manage that involvement. We will begin some discussions at the Town <br />Hall Meeting, for example, to increase awareness of the world about us so <br />that people will understand what we are doing and why and the need for <br />and concern for some issues that we talked about. <br /> <br />As we talked a year ago about the need for collaboration. I think this year <br />we are looking at the need to intensify that collaboration. Because the <br />world about has become much more complex and much more difficult. <br />We need to work with our State legislatorsr our Metropolitan Council <br />representatives, Ramsey County league friends. our neighboring cities and <br />schools and our neighbors in our neighborhoods to make sure that <br />everybody is working on the same issues and pulling in the same <br />direction. <br /> <br />In summary, I may have sounded a little bit glum at the start, but there are <br />many challenges facing us. I believe that New Brighton is in excellent <br />shape. I believe that we have an excellent future. I believe we have the <br />time and opportunity to provide positive leadership to face those <br />challenges. Centennial Two is going to be a year of challenge. We are <br />going to have to review programs and finances and have to help people <br />get involved to provide the expertise and creatively that we need. 1991 is <br />not going to be a year for wallflowers or watchdogs or Monday morning <br />Quarterbacks. We need ideas. I think we need to debate on ideas. I think <br />we need to make some tough choices, and once those tough choices are <br />made I think we need to move on because we don't have time for second <br />guessing and reinventing the wheel. <br /> <br />There will be an election also in 1991. I think personally that the <br />challenges and the enjoyment I have in working with this team on the <br />Council and the support and encouragement that I get from the residents. <br />will enable me to with pleasure and with great anticipation seek reelection <br />to another term.
