I

I

I

Council Meeting Minutes
January 8, 1991

Page 7

Soecial Order of Business. continued

neighborhood livability. to look at trends as we get older, we see more
single parent families, and we see more lower income level people
struggling to provide housing. I believe that we need to look long range
because we have the strength to do so. We have the time to do so and I
think we have the opportunity to control our own destiny to the point and
extent that most cities can, much beyond many other cities. I think that's
a strength that we need to capitalize on.

The process for long range planning I think is quite simple. The Council
and Staff need to provide leadership. The Boards and Commissions and
the residents need to be involved. And we need to decide on how we will
manage that involvement. We will begin some discussions at the Town
Hall Meeting, for example, to increase awareness of the world about us so
that people will understand what we are doing and why and the need for
and concern for some issues that we talked about.

As we talked a year ago about the need for collaboration. I think this year
we are looking at the need to intensify that collaboration. Because the
world about has become much more complex and much more difficult.
We need to work with our State legislatorsr our Metropolitan Council
representatives, Ramsey County league friends. our neighboring cities and
schools and our neighbors in our neighborhoods to make sure that
everybody is working on the same issues and pulling in the same
direction.

In summary, I may have sounded a little bit glum at the start, but there are
many challenges facing us. I believe that New Brighton is in excellent
shape. I believe that we have an excellent future. I believe we have the
time and opportunity to provide positive leadership to face those
challenges. Centennial Two is going to be a year of challenge. We are
going to have to review programs and finances and have to help people
get involved to provide the expertise and creatively that we need. 1991 is
not going to be a year for wallflowers or watchdogs or Monday morning
Quarterbacks. We need ideas. I think we need to debate on ideas. I think
we need to make some tough choices, and once those tough choices are
made I think we need to move on because we don't have time for second
guessing and reinventing the wheel.

There will be an election also in 1991. I think personally that the
challenges and the enjoyment I have in working with this team on the
Council and the support and encouragement that I get from the residents.
will enable me to with pleasure and with great anticipation seek reelection
to another term. I look forward to working with the residents towards
that end. With that I would like to say thank you to alot of people.

Soedal Order of
Business
