We did our homework, we <br />presented the issue to the voters, the voters made a decision, to me that's <br />the way government works. And we completed the sale of the liquor <br />operation. This was challenge and problem we have been dealing with for <br />quite some time. We made the decision and we are out of the business <br />and, I am breathing, I think personally, a sign of relief as we charge now <br />into the future as we have more time to face the issues that we are in the <br />business to solve. <br /> <br />So in response to these challenges that we will have to look at in what I <br />call our Centennial Two Year. As 1891 was the year we were <br />incorporated, 1991 becomes the Centennial Two Year, as having <br />celebrated in 1987. We need to be continually looking at our fiscal <br />responsibilities. I think we need to review our programs, review our <br />processes, and under Dave's leadership make changes and improvements <br />in that process and to those programs. <br /> <br />We need to look at people. While we value and need and treasure <br />Samantha's services and Anne's services, now that we have vacancies, <br />perhaps it is a good time to look what we might be able to do with a <br />restructuring or refocusing before we refill positions. We need to look at <br />what we can use and do with volunteers. People who may have retired <br />and may have time available who may have time to contribute service to <br />our community. <br /> <br />The second response is what we need is to carry to the ultimate the <br />philosophy called "Truth in Taxation." I think the recent hearings we had <br />were successful. I think that the more we can tell and help our people <br />understand what is happening in New Brighton in terms of finance the <br />better off they will be and the better off we will be. I think they need our <br />help and we should provide what help we can to help our residents and <br />taxpayers understand who is taxing them, who is spending the money and <br />what they are getting for their money. I think we need to continue to <br />work with the State and the County and School Board to achieve that <br />objective. <br /> <br />We have begun the process of working with our Boards and Commissions <br />to review their mission, to look at their membership, to look at their <br />participation and the services they can provide and the procedures that <br />they need and use. We need to make sure they are productive and feel <br />productive and enjoy their service. I think we need to begin the <br />discussion of a community based long range plan. Whether we call it New <br />Brighton 2010 or New Brighton 2020, I think we need to look beyond the <br />next one, two, or three years to try to prepare for the future.
