I

I

I

Council Meeting Minutes
January 8, 1991

Page 5

Soecial Order of Business. continued

officials, I think we have a vested interest in the Quality of the schools.
Drugs are a problem. We have invested in the D.A.R.E. program and we
need to continue that investment and work with the County and schools
as we do that. Traffic, I think, is a livability issue in many neighborhoods
whether it be speeding, parking or vehicle storage those kinds of livability
issues need to be discussed in the neighborhoods with the neighbors to
determined the level of service that we must provide in the coming
months.

Redevelopment and the competition for redevelopment is another area of
challenge. We need to keep trying because if we don't, our tax base will
weaken and we'll all go down the tubes together. Challenges in Old
Town, Highway 8 Corridor, Brighton Corporate Park, Northwest Quadrant,
and Miller Properties are major challenges to all of us. We have some
pending developments by Remmelle, Laukka, Peck Woods and JUO site.
Hopefully, some of those will come to fruition, but we need to keep on
working at it.

All is not gloomy, all is not doom, I think there are some major successes
in this past year. A couple of people problems, as I call them. are
promotions for two of our valued employees. Samantha Orduno. we just
recently learned has received the appointment of Clerk/Administrator at
the City of Mounds View and we would like to congratulate her and
express regrets that she will be leaving us and wish her well. Anne Norris
has received a promotion as Community Development Director in the City
of Crystal and will miss her services and wish her well as well. Now we
will have to look at the problem of replacing two excellent employees. and
again I see those as success problems.

We made major advances in the infrastructure, specifically we made major
additions to our community sidewalk system. We see people walking that
never walked before or did not have a safe place to walk before. To me
that is great. We completed Long Lake Road and that neighborhood and
the bridge problems. The bridge has been rebuilt and the major
thoroughfare has been revitalized and we are now about to finish the
landscaping. We had some development that occurred, that's great we
need to keep working at it.

We also had several significant events that didn't show themselves in
specific buildings. One was however, that was the GAC filter that we
dedicated this past year. We passed our solid waste recycling ordinance.
a major step forward. We completed our Comp Plan Review and were
one of the first communities in the Metropolitan region to do so. We
conducted the Community Center referendum, even though it failed, I

Soecial Order of
Business
