Proper said the 1988 <br />drought caused deeper soils to dry out and strained the clay's moisture <br />content. Future problems would be repaired differently by sealing the <br />service on the inside of the main and relaying a swallow or parallel sewer. <br />Recent televising of the main found it to be in good condition. <br /> <br />Gunderman asked if the original installation was properly done. Proper <br />noticed nothing improper in the sewer's construction. Bidwell referred to <br />a professional opinion alluding to the topmost break in the system being <br />less than technically sound. Proper acknowledged the bend was <br />constructed much sharper than normal, but the major problems were <br />associated closer to the main, not at the bend. <br /> <br />Rebelein said a policy may be needed to define City obligation in unusual <br />situations. Proper has never seen such a major expense, but feels a policy <br />may be difficult to develop because of unique occurrences. <br /> <br />Benke said the depth is the contributing factor, not the original installation, <br />and staff recommendation is correct. <br /> <br />Williams said it may never be known if the sewer was installed improperly <br />and that he supports staff recommendation. The normal cost accrued to a <br />property owner for a break at normal depth would have been $1,500. <br /> <br />Benke noted concern about future problems on 23rd Avenue NW and <br />asked staff to investigate the long term prognosis. <br /> <br />Council requested that staff research whether this occurrence was <br />unusual or the first of subsequent problems. Rebelein requested the <br />development of alternative plans, such as relaying parallel lines. <br /> <br />Motion by Williams, seconded by Larson, to AUTHORIZE THE CITY TO <br />PAY FOR THE EXTRAORDINARY COSTS IN THE. AMOUNT OF $12,000 <br />FOR SEWER SERVICE REPAIRS AT 1695--23RD AVENUE NW RESULTING <br />FROM THE EXTRAORDINARY DEPTH OF THE MAIN AND SERVICE. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Proper said that Council recently approved the proposed cold storage <br />building site plan. At that time, staff indicated that the most recent cost <br />estimate exceeded the earlier estimated project budget of $145,000. One <br />reason for the increase was the building code requirement of a hard <br />surface floor. <br /> <br />The increase in cost from the original estimate was reduced to $155.000 <br />by the using construction management techniques and utilizing City forces <br />for the grading, foundation excavating, watermain installation and <br />landscaping.
