<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />December 13, 1990 <br /> <br />Page 7 <br /> <br />Council Business. continued <br /> <br />Bids will be solicited for the steel building, masonry and carpentry work, <br />sprinkler, heating, electrical, insulating, dry wall, and paint, <br /> <br />Motion by Gunderman, seconded by Rebelein, to AUTHORIZE THE <br />SOLICITING OF BIDS FOR THE PROPOSED COLD STORAGE FACILITY, <br />USING THE CONSTRUCTION MANAGEMENT TECHNIQUE. <br /> <br />5 Ayes - 0 Nayes, Motion Carried, <br /> <br />Proper reported that Ramsey County Parks Department is requesting <br />license agreement approval to construct and maintain a pedestrian bridge <br />at the end of Mississippi Street. The bridge would provide a northern <br />entrance into Long Lake Regional Park across Rice Creek. <br /> <br />The plans show a 10 foot wide bridge located slightly north of the <br />projected centerline of Mississippi Street. The project includes plantings <br />and landscaping, extensive rip rap on the creek banks and pathways. <br /> <br />Staff proposes installing a more permanent cul-de-sac at the end of <br />Mississippi Street to improve appearance and correct drainage problems. <br />The work would be coordinated with the bridge project. <br /> <br />Williams noted the parking concerns expressed by Mr. Schilling, 1187 <br />Mississippi, and asked the feasibility of limiting parking to one side. <br />Rebelein feels that the area should be monitored before a restriction is <br />imposed. Williams requested that parking and litter pick-up responsibilities <br />be addressed. Staff and Ken Simons, Ramsey County Parks, will address <br />these concerns. <br /> <br />Benke said cor-ten steel, the proposed bridge material, has become less <br />desirable within the industry and asked if wooden trusses would be an <br />alternative. Simons was unaware of cor-ten steel's negative use and, <br />because the budget is limited, cor-ten steel is attractive as an affordable <br />material. Benke asked the County to investigate cor-ten steel. <br /> <br />Larson asked if three or four wheeled vehicles would be prohibited. <br />Simons said a steel retractable post is mounted on the bridge for <br />maintenance and emergency vehicle access. The post will be locked in an <br />up-right pOSition and should keep motorized vehicles off the bridge. <br /> <br />Gunderman noted staff and Park Board's excellent track record in handling <br />park issues and is confident they will be addressed appropriately. <br /> <br />Motion by Rebelein, seconded by Williams, to APPROVE THE LICENSE <br />AGREEMENT WITH RAMSEY COUNTY FOR CONSTRUCTION OF THE <br />PEDESTRIAN BRIDGE ON MISSISSIPPI STREET OVER RICE CREEK. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Council Business <br /> <br />Cold Storage <br />Facility <br />Report 90-265 <br /> <br />Mississippi St. <br />Bridge License <br />Report 90-266 <br />
