<br />I <br /> <br />J <br /> <br />I <br /> <br />Council Meeting Minutes <br />November 27, 1990 <br /> <br />Page 2 <br /> <br />Consent Aqenda <br /> <br />Motion by Williams, seconded by Larson, to APPROVE THE CONSENT <br />AGENDA ITEMS AS FOLLOWS: <br /> <br />1. <br /> <br />CONSOLIDATED VOUCHERS: 102198, 102201~102213, <br />102215, 102218~102361, 102364~102379 FOR A GRAND <br />TOTAL OF $356,523.77. <br /> <br />3. <br /> <br />CONSIDERATION OF AUTHORIZATION TO WAIVE THE READING <br />AND ADOPT THE RESOLUTION AUTHORIZING THE MAYOR AND <br />CITY MANAGER TO EXECUTE THE COLLECTIVE BARGAINING <br />AGREEMENT BETWEEN LAW ENFORCEMENT LABOR SERVICES <br />AND THE CITY OF NEW BRIGHTON FOR CALENDAR YEAR 1990. <br /> <br />5 Ayes ~ 0 Nayes, Motion Carried <br /> <br />Public Hearinq ~ 7:40~7:50 p.m. <br /> <br />City Attorney LeFevere explained that Council requested at the November <br />13th meeting an addendum to the Brandywine/Palmer Drive purchase <br />agreement to reflect traffic issues. <br /> <br />The addendum entails: continuance of the Palmer Drive no right turn and <br />the south side curbcut, agreement by purchaser to not commence any <br />action or litigation against the City which challenge traffic regulations and <br />not petition for changes relating to streets adjacent to premises, purchaser <br />agrees to not take action which encourage use of residential streets by <br />tenants or patrons and send written notice to tenants which discourages <br />use of residential streets by patrons. <br /> <br />John Kelley, Chief of Police, said that as part of the liquor ordinance <br />general revision and a request from Renard Ventures II (Champps'), <br />Council is being asked to extend Sunday sales hours. Champps' <br />Restaurant will lease the space currently occupied by Brandywine. <br /> <br />The City Code refers to Sunday sales hours as 12:00 a.m. to 12:00 p.m., <br />the proposed revision would change the hours to 10:00 a.m. to 1 :00 a.m. <br /> <br />Jack Hack and Jeff Elstad, musicians, noted their verbal commitments <br />from Brandywine management for future performances. Because of the <br />closing, they have asked for reimbursement of these performance dates. <br />Childs and LeFevere will discuss this issue with Hack and Elstad. <br /> <br />A Palmer Drive resident said his neighborhood did not receive notice of the <br />sale, and feels Champps' will increase traffic through the residential area. <br />Benke noted the sale has been public knowledge for many months. <br /> <br />Motion by Williams, seconded by Larson, to CLOSE THE HEARING. <br /> <br />5 Ayes ~ 0 Nayes, Motion Carried <br /> <br />Consent Aqenda <br /> <br />Vouchers <br /> <br />Police Union <br />Contract <br />Report 90~243 <br />Resolution 90-93 <br /> <br />Public Hearinq <br /> <br />Amendment to <br />City Code, <br />Chapter 4 <br />Sunday Liquor <br />Sales <br />Report 90~244 <br />Ordinance 577 <br />
