Kelley said an expansion would be considered a zoning/land use <br />issue and subject to Council approval. LeFevere noted that a minor <br />change may not require formal action to the liquor license, but if the <br />nature of the business is modified Council would need to consider it. <br /> <br />Mr. Alexa requested that residents be notified of any structural changes, <br />and asked if New Brighton has a happy hour restriction. LeFevere said <br />there is no such happy hour restriction in New Brighton and normally this <br />type of restriction is imposed by insurance carriers, Benke said the City <br />will try to contact residents if an expansion occurs. <br /> <br />Rebelein said there has been no problems with happy hours at the other <br />businesses in the City who hold on-sale liquor licenses. If problems did <br />occur, the City would have the opportunity to deny the license renewal. <br /> <br />Motion by Gunderman, seconded by Larson, to CLOSE THE HEARING. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Motion by Gunderman, seconded by Williams, APPROVE THE ISSUANCE <br />OF A SMALL RESTAURANT ON-SALE WITH SUNDAY SALES LIQUOR <br />LICENSE TO RENARD VENTURES II, LTD. DBA CHAMPPS NEW <br />BRIGHTON PROVIDED THAT PROOF OF $1 MILLION LIQUOR LIABILITY <br />INSURANCE, AND PROOF OF WORKERS' COMPENSATION INSURANCE <br />ARE FURNISHED TO THE POLICE DEPARTMENT PRIOR TO ISSUANCE. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Public Hearina - 8:06-8:42 p.m. <br /> <br />Benke said that in compliance with the Truth in Taxation Law, cities are <br />required to submit maximum proposed 1991 tax levy increases on <br />September 1 so that the County can prepare property tax notices. <br /> <br />Childs explained that a few weeks ago, each property owner received a <br />statement of the proposed tax increases. The statement listed the portion <br />of taxes from the School District, Ramsey County, and the City. <br /> <br />Childs said the Truth in Taxation process can be somewhat confusing <br />because the City is required to submit their maximum levy 6 weeks earlier <br />than in previous years. Because of the deadline, it was difficult to compile <br />the required information to calculate an accurate estimate. <br /> <br />The 1991 tax levy projection the City released to the State was <br />$333,000, a 12.1 % change from 1990.
