BARTON-ASCHMAN ASSOCIATES, INC:.

January 14, 1994
Page 2

4. We would expect that the maximum demand for building usage (and hence parking
demand as well) to increase steadily in the first eight to ten months after opening.
A predictable pattern of parking demand may not develop for a full year.

5. Given that your current site area allows the construction of fewer than the
maximum number of spaces, it would be prudent to consider options for providing
additional parking at such time that the need arises. For example, provisions
could be made to convert the adjacent residential property (which is apparently
scheduled to be acquired) as an additional parking area.

Should you have any questions regarding our conclusions, please do not hesitate to call.

Sincerely,

f1A 7. ;Y/1lM~

Peter S. Marshall, P.E.
Senior Associate

PSM:dmv
