<br />" <br /> <br />Page 7 <br /> <br />In conclusion, if the City Council wishes to rezone all or a portion of the R-2 district area to B-1, <br />Limited Business, a Comprehensive Plan amendment from Medium Density Residential to Limited <br />Business will be required. To amend the Comprehensive Plan, the Planning Commission must hold a <br />public hearing on the proposed amendment and recommend to' the City Council. The City Council may <br />hold a first reading of a rezoning prior to amending the Comprehensive Plan, but should schedule the <br />second reading of the rezoning for the same date it considers the Comprehensive Plan amendment, The <br />Comprehensive Plan amendment must precede any action to rezone the subject R-2 district. <br /> <br />The proposed office development for the applicant's property complies with the minimum standards of <br />the City's B-1 district and parking standards. The proposed landscape plan would preserve the existing <br />oaks and introduce coniferous, deciduous, and ornamental plantings to improve the appearance of the site <br />and screen the proposed development from the single family homes east of Cleveland Avenue SE. <br /> <br />The proposed "parking" area south of the proposed garage is to be fenced and paved. The applicant has <br />indicated the area will only be used for maneuvering delivery vehicles in and out of the garage. <br />However, if vehicles and equipment are stored in this area, the fence surrounding this area would need <br />to be at least five feet in height and be opaque. <br />
