<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />October 23, 1990 <br /> <br />Page 3 <br /> <br />Council Business <br /> <br />Option 1 involves a width variance request to build the road to 48 feet. <br />The narrowing costs would only reduce the project costs a small amount <br />and not affect the City's share. The required plan changes and change <br />order costs are estimated to be $6,000, and may be recovered through <br />City MSA, special assessments, or combination of the two. The <br />processing will delay the May 15, 1991, start of construction date by a <br />month or two. Unless removed from the State Aid rules in the <br />forthcoming hearing, the City would have to provide MnDOT with a hold <br />harmless resolution before issuance of the variance. <br /> <br />Option 2 involves a 48 foot two-lane arterial with on-street parking. A <br />variance is not required and schedule delays would be avoided. <br />Participation rules require the City pick-up 75 % of the outer parking lanes <br />costs, estimated to be $31,000. The required plan changes and change <br />order are estimated at $6,000, and MSA funds may be used to pay these <br />costs. <br /> <br />Option 3 involves waiting until adoption of the MSA rule changes. One <br />revision concerns changing the four-lane arterial width standard to 48 <br />feet. Hearings will be held in December and adoption should be in mid- <br />February 1991. Assuming the revision's adoption, the project would <br />require a variance, plan changes and change order, estimated at $6,000. <br /> <br />Proper noted the road width differences along Old Highway 8 and 5th <br />Avenue NW and feels a 2 foot difference would not appear visible. <br /> <br />Wayne Leonard noted that if the project was under contract and a change <br />order was issued in time, a plan change may not be required. If the <br />contract is let by May 15 and the contract awarded by July 15, <br />construction would begin Autumn, 1991. <br /> <br />Benke noted that upon the original plan approval and adoption of the MSA <br />standard rules, the City would then enter into a contract change order. <br /> <br />Motion by Benke, seconded by Williams, to APPROVE THE PLANS AND <br />SPECIFICATIONS FOR THE 5TH AVENUE NW RECONSTRUCTION WITH <br />THE CONDITION THAT THE 48 FOOT ROAD WIDTH BE RECONSIDERED <br />UPON COMPLETION OF THE MSA STATE RULE PROCESS. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Council Business <br /> <br />5th Avenue NW <br />Reconstruction <br />Report 90-222 <br />Resolution 90-088 <br />Resolution 90-089 <br />
