The road easement and driveway have been viewed as a public street for setback purposes because the <br />road easement may be upgraded with a public street in the future as the property to the west is developed. <br /> <br />The proposed site plan locates a new off-street parking area south of the existing building that includes a 14 <br />foot wide driveway which would run between an NSP transmission tower and the existing building as it <br />connects up with Old Highway 8 to the east. The driveway would be located 3.5 feet from both the building <br />and tower. NSP has submitted a letter permitting the driveway to be located 3.5 feet from the tower <br />providing a 20 foot barricade is constructed between the tower and driveway. <br />
