<br />1 <br /> <br />I <br /> <br />1 <br /> <br />Council Meeting Minutes <br />July 24, 1990 <br /> <br />Page 7 <br /> <br />Council Business, continued <br /> <br />A wetlands permit issued some time ago by the Corp of Engineers may <br />still be valid. The proposed center, excluding the ice arena, would <br />not experience any significant permitting problems. The primary <br />problem comes in the extra parking needed for an ice arena. <br />Additional study/permitting efforts may be needed before the Corps <br />permitt i ng process is completed --- but the purchase agreement <br />contains the necessary contingency for that item. <br /> <br />Bill Brusman, Realty Management Services, noted the interest voiced <br />by the extended stay hotel operators, Homewood Suites, in the <br />possibility of locating a hotel on Site C. Benke suggested that Mr. <br />Brusman, staff, and the Communi ty Center Task Force conti nue to <br />discuss the feasibility of an extended stay hotel in conjunction <br />with a community center on Site C or locating the hotel in the area <br />north of I-694. <br /> <br />Al Kuentz said the EQC recommends building the community center on <br />Site C, but encouraged the use of a design which would not result in <br />the net loss of wetlands. The EQC bel ieves the site should be <br />developed in a way to preserve valuable natural resources. <br /> <br />Benke said the pond on the east side is man made, and the ditch <br />(creek) was created by Ramsey County and modified during the 1-694 <br />constructi on. Anderson confi rmed that the marsh area is well <br />established and extends in a bow shape about halfway between 3rd <br />Avenue and 2nd Avenue. <br /> <br />Moti on by Wi 11 i ams, seconded by Larson, to AUTHORIZE MAYOR/CITY <br />MANAGER TO EXECUTE A PURCHASE AGREEMENT WITH KEITH HARSTAD FOR THE <br />PROPOSED COMMUNITY CENTER SITE --- WITH ACTUAL PURCHASE SUBJECT TO <br />APPROVAL OF THE LEVY REFERENDUM IN NOVEMBER. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Council thanked staff and the architects for their research into <br />Site B1s feasibility. <br /> <br />Benke requested staff to present to Council a report outlining the <br />Headstart proposal at the August 14th meeting. <br /> <br />Council consideration is sought to exercise the City's right under <br />the Bri ghton Corporate Park (BCP) deve 1 opment agreement, in the <br />event of default, to reclaim all the undeveloped property within the <br />BCP subdivision. <br /> <br />Because the action would require litigation, the City Attorney <br />recommends the item be discussed in closed session. <br /> <br />Counci 1 Business <br /> <br />Purchase Agreement for <br />Acquisition of Property <br />for Community Center <br />Report 90-165 <br /> <br />Status of Brighton <br />Corporate Park <br />Report 90-167 <br />
