<br />I <br /> <br />I <br /> <br />1 <br /> <br />Council Meeting Minutes <br />July 24, 1990 <br /> <br />Page 6 <br /> <br />Council Business, continued <br /> <br />Childs noted that upon Council decision, staff will need to <br />determine and formal ize cost estimates, financing, and taxpayer <br />information before the November referendum vote. <br /> <br />Benke feels the drawings suggest that Site liB" would be too <br />overcrowded to accommodate the community center. <br /> <br />Larry Laukka said according to the architects plans, a community <br />center woul d fi t on Si te "BII, but wi thout an ice arena. He bel i eves <br />that Site "C" would serve as an excellent site for an extended stay <br />hotel. But, also feels Site "e' could serve as a viable location <br />for a community center. <br /> <br />Childs said the City has received interest from the Headstart <br />Program in locating a facility in the downtown area. <br /> <br />The EITC recommends the City adopt with modifications the proposed <br />Laukka Plan. Specifically, the designation of: Site "A" - <br />moderate to high density housing; Site liB" - commercial/retail or <br />service facility compatible with Veterans Park and Golden Pond; Site <br />"CII - community center and additional high qual ity commercial <br />development to the extent possible to do and still maintain the <br />natural environment of the site. <br /> <br />Motion by Williams, seconded by Brandt Rebelein, to WAIVE THE <br />READING AND ADOPT THE RESOLUTION FOR THE DOWNTOWN AREA REDEVELOPMENT <br />PLAN. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Childs presented the conditional purchase agreement for acquisition <br />of property for the proposed community center. <br /> <br />Based on deliberations, the Community Center Task Force recommends <br />the 11.5 acre Harstad Site at the northeast corner of 5th Avenue NW <br />and 10th Street NW should be 'the proposed community center site. <br /> <br />Several contingencies must be satisfied to allow the purchase to <br />proceed. Two key provisions are the November levy referendum and <br />approval of the sale by the bankruptcy courts.
