<br />1 <br /> <br />I <br /> <br />1 <br /> <br />Council Meeting Minutes <br />July 24, 1990 <br /> <br />Page 5 <br /> <br />Council Business, continued <br /> <br />David Childs, City Manager, explained that staff researched several <br />items relating to the community center site proposal as previously <br />requested by Council. <br /> <br />Steve Patrick, BWBR Architects, presented a drawing illustrating the <br />placement of the commun ity center on Site B (City Hall, Joe I s <br />Servi ce, Veterans Park, and an open parcel.) The drawi ng shows a <br />two level facility with elevations of 4 feet above 5th Avenue and 10 <br />feet below 5th Avenue. The project would not allow on-site parking <br />and requires a second deck behind City Hall to provide for 80 <br />additional spaces. A facility in combination with a future ice <br />arena requires at least 375 spaces. This means an additional 250- <br />295 spaces would be required, possibility on the Harstad property <br />across 10th street. <br /> <br />The main entrance is located on 5th Avenue and the lower level would <br />include locker rooms, swimming pool, gymnasium, community rooms, <br />senior lounge, and kitchen. The second level consists of <br />classrooms, arts and crafts rooms, teen lounge, and child care with <br />indoor and outdoor play areas. A zoning variance would be required <br />because the bui 1 di ng' s total square footage is 1 arger than the <br />site's square footage. <br /> <br />Mr. Patri ck acknowl edged that the soil bori ngs have not been <br />reviewed, but a possibility exists of poor soils on the site's lower <br />portion. <br /> <br />Benke said it is apparent that according to this plan, the chance of <br />enlarging Veterans Park would be impossible. <br /> <br />Placement of the facility on Site C (Harstad site) would involve a <br />main entrance on the corner of 10th Street and 5th Avenue. Parking <br />would enter off of 3rd and 2nd Avenues. The site provides for 275 <br />parking stalls with room for expansion. <br /> <br />Activity areas such as, aquatics, locker rooms, small and large <br />gyms, aerobics, and teen lounge would be located on the facility's <br />north side. The south side consists of a community room, senior <br />lounge, kitchen, staff area, classrooms, and child care with outdoor <br />and indoor play areas. A second level jogging track would view the <br />activities below. The lobby includes a large coat room. The teen <br />lounge includes ping pong tables, video games, and seating areas. <br /> <br />Mr. Patrick mentioned the excellent opportunity the site provides <br />for complementing the facility with outdoor trails and landscaping. <br /> <br />The Community Center Task Force will review the plans on July 26th <br />and present their recommendations at the August 14th meeting. <br /> <br />Council Business <br /> <br />Preliminary Site Plan <br />for Proposed Community <br />Center <br />Report 90-164 <br />
