<br />I <br /> <br />Council Meeting Minutes <br />July 24, 1990 <br /> <br />Page 4 <br /> <br />Council Business, continued <br /> <br />Anderson feels the chances of locating a private party interested in <br />leasing the property for less than five years would be difficult. <br /> <br />Benke suggested incorporating a mini-golf course and a shorter <br />driving range into a future proposal. <br /> <br />Motion by Benke, seconded by Brandt Rebelein, to DIRECT STAFF TO <br />DEVELOP PLANS FOR A DRIVING RANGE ON THE MILLER SITE AND TO SUBMIT <br />A COMPLETE PROPOSAL FOR COUNCIL APPROVAL BY DECEMBER 1, 1990. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Andy Schweizer, Environmental Quality Commission (EQC), presented <br />the commission's recommendations for a Mandatory Source Separation <br />(Recycling) Ordinance. <br /> <br />I <br /> <br />The ordinance.s purpose is to provide for mandatory separation of <br />refuse on a temporary basis to determine the feasibility of such a <br />program. Newspapers, cans, and gl ass are cons i dered recycl ab 1 e <br />commodities. The suggested effective date is May 1, 1991, and would <br />terminate automatically at midnight, April 30, 1992. <br /> <br />Benke noted the need to encourage citizens to recycle voluntarily, <br />not by mandate. <br /> <br />Brandt Rebelein said the enforcement of the Unauthorized Collection <br />Section could be questionable: She noted the Rockford, Illinois, <br />program which involves incentives to residents who recycle. <br /> <br />Walt Witzke, 771 Emerald Drive, feels corrugated cardboard should be <br />incorporated into the ordinance.
