<br />I <br /> <br />I <br /> <br />1 <br /> <br />Council Meeting Minutes <br />July 10, 1990 <br /> <br />Page 5 <br /> <br />Council Business, continued <br /> <br />Motion by Benke, to seconded by williams, to TABLE ADOPTION OF THE <br />DOWNTOWN AREA REDEVELOPMENT PLAN AND REQUEST STAFF TO RESEARCH SITE <br />CIS FEASIBILITY FORA COMMUNITY CENTER; RECEIVE LAUKKA'S COMMENTS IN <br />REGARDS TO SITE B'S FEASIBILITY AS A SMALL RETAIL/CONVENIENCE CENTER <br />WITH ADDITIONAL PARK DEVELOPMENT, AND HOW IT RELATES TO HOUSING <br />PROPOSAL; AND PARKS' PERCEPTION OF HOW A RETAIL/CONVENIENCE CENTER <br />WOULD TIE SITE BAND C TO CITY HALL; SCHEDULE MEETING WITH THE <br />EXTENDED STAY HOTEL INTERESTED PARTIES; RESEARCH FEASIBILITY OF <br />LOCATING COMMUNITY CENTER ONTO SITE B; AND PRESENT ALL FINDINGS TO <br />COUNCIL AT THE JULY 24, 1990, MEETING. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Maurie Anderson, Park and Recreation Director, briefly reviewed the <br />Community Center Task Force Report. <br /> <br />Anderson noted that the Laukka proposal would involve a two-story <br />community center. Concerns of this type of construction are that <br />the gymnasium, pool, and ice arena should not be placed on top of <br />each other, but spread out onto one 1 eve 1 . The staff costs for a <br />multi-story facility would be higher due to control/supervision <br />factors. The congregate dining should be on the first level to <br />provide access for the elderly and handicapped. The architects feel <br />construction of the facility on Site C would make a strong statement <br />about New Brighton from 1-694. <br /> <br />Johnson confirmed that the Laukka proposal was previously considered <br />by the Task Force, and found to be inadequate and not compatible <br />with the its vision and mission statement. He noted the tremendous <br />efforts by staff and the task force in the planning process. <br /> <br />Preparations are underway for the upcoming November 6th referendum. <br />I nformat i ona 1 meetings wi 11 be he 1 din September and October to <br />present plans, designs and cost implications to the public. <br />Production has begun on an informational community center video. <br /> <br />The Task Force will meet on July 26th to discuss action and design <br />plans. <br /> <br />Mati on by Benke, seconded by Wi 11 i ams, to DIRECT STAFF AND CITY <br />ATTORNEY TO DRAFT A RESOLUTION FOR ESTABLISHMENT OF A COftlt1UNITY <br />CENTER REFERENDUM FOR NOVEMBER 6, 1990; AND SCHEDULE A COUNCIL WORK <br />SESSION ON JULY 24, 1990, AT 6:00 P.M. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Council Business <br /> <br />Redevelopment Plan <br />for the Downtown Area <br />Report 90-149 <br /> <br />Community Center Task <br />Force Report <br />Report 90-150 <br />
