<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />June 26, 1990 <br /> <br />Page 4 <br /> <br />Council Business <br /> <br />Les Proper, City Engineer, reviewed the Environmental Quality <br />Commission's (EQC) Lake Restoration draft policy. <br /> <br />Water bodies were divided into A, Band C categories. The EQC <br />recommends funding of Category A and B projects on individual base; <br />and fundi ng Category C projects by a combi nati on of assessments <br />levied against shoreline owners and general City taxes. <br /> <br />The City of Bloomington's Category C policy provides for 75% of the <br />project costs to be special assessed against the shoreline owner. <br />Fridley's policy special assesses two-thirds against the shoreline <br />owner, with the remainder paid through a City tax. <br /> <br />Williams thanked staff and EQC for their excellent work, but feels <br />Category C should be discussed further to clarify the City's <br />assessment role. <br /> <br />Charlie LeFevere, City Attorney, noted the draft is comparable to <br />current City assessment polices in that it allows for departure from <br />guidelines if appropriate on the facts of a specific case. <br /> <br />Brandt Rebelein suggested there will be difficulties in calculating <br />assessment ratios under the proposed policy because specific <br />problems listed seldom occur in isolation but are interrelated. She <br />cautioned against placing too large a percentage of the cost on the <br />City for lakes which do not have publiC assess. <br /> <br />Benke suggested that the EQC develop' a 75% assessment policy which <br />includes a list of criteria for assessing each individual project. <br /> <br />Mr. Witzke suggested determining the assessment based on the <br />proposed solution rather than on the basis of <br />responsibility/benefits from the project. <br /> <br />Motion by Benke, seconded by Williams, to REFER TO THE ENVIRONMENTAL <br />QUALITY COMMISSION FOR FURTHE~ STUDY. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Erny Mattila, City Planner, presented the site plan review, <br />nonconforming use permit, special use permit, and setback variance <br />for an addition onto the existing New Brighton Christian Church. <br /> <br />The existing parking lot is set back 5 feet from the 29th Avenue NW <br />right-of-way and short of the required 30 feet setback. <br /> <br />Council Business <br /> <br />Lake Restoration <br />Draft Policy <br />Report 90-141 <br /> <br />New Brighton Christian <br />Church Addition <br />Report 90-142 <br />Resolution 90-58 <br />Resolution 90-59 <br />
