<br />-I <br /> <br />I <br /> <br />1 <br /> <br />Council Meeting Minutes <br />June 26, 1990 <br /> <br />Page 5 <br /> <br />Council Business, continued <br /> <br />Setback enforcement would e 1 i mi nate 25 stall s and cause total <br />parking to be more than 25 stalls short of code requirements and <br />would not reduce the on-street parking. <br /> <br />The proposed parking lot expansion complies with off-street parking <br />standards and el iminates parking on 29th Avenue and Hidden Oaks <br />Park. <br /> <br />Curb and gutter would be installed around the existing and proposed <br />parking areas. Staff recommends the south side of the northerly- <br />most driveway entering the site be curbed to provide a continuous <br />curbing section from the existing parking lot to 29th Avenue. <br /> <br />The addition would be setback 21 feet from the north property line. <br />Standards require church structures to be set back 30 feet from a R- <br />1 lot line. Enforcement would cause undue hardship and granting the <br />variance would not be detrimental to adjacent properties. <br /> <br />In 1982, Council approved vacation of the unimproved 15th street NW <br />ri ght-of-way west of 29th Avenue. Recentl y, staff found the <br />vacation was not recorded; upon discovery, the resolution was <br />recorded. If the vacation was not approved, the proposed addition <br />would have been located 9 feet into the right-of-way. <br /> <br />Motion by Brandt, seconded by Benke, to WAIVE THE READING AND ADOPT <br />THE RESOLUTIONS APPROVING NC-88, SP-160, AND VN-279. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Motion by Brandt, seconded by Benke, to APPROVE LP-252, SUBJECT TO <br />THE FOLLOWING CONDITIONS: <br /> <br />1. APPROVAL OF NC-88, SP-160, AND VN-279. <br />2. RICE CREEK WATERSHED DISTRICT PERMIT APPROVAL. <br />3. CITY ENGINEER APPROVAL OF GRADING AND DRAINAGE PLAN AND EROSION <br />CONTROL PLAN. <br />4.
