The ponds will either <br />be lined with an artificial membrane or clay. An aerator would be <br />constructed to enable the ponds to recycle and circulate water. <br />Mr. Johnson said a major site constraint is the 20 inch watermain <br />that tranverses the site. Under the proposed plan, the watermain <br />will be relocated and these costs will be included in the project. <br /> <br />Phyliss Hanson, landscape architect, said the townhouse area will <br />include a mixture of boulevard trees and ornamentals native to <br />Minnesota. The neighborhood park will serve a 1/4 mile radius and <br />will include tennis courts, open play structure, picnic areas, 150 <br />foot pick-up ballfield, and a trail system. The trail system <br />includes an easement to the single family homes. <br /> <br />Mr. Lux noted Council IS concern of the unit density, but feels the <br />layout, size and landscaping of the structures creates an appealing <br />and workable situation. <br /> <br />Brandt Rebelein feels a plan which includes more indoor garage units <br />would eliminate possible parking problems. Mr. Lux noted that all <br />previous projects included one enclosed garage per unit and <br />residents have found this adequate. The New Brighton project <br />includes one attached garage per unit as well as tandem spaces and <br />detached parking spaces and also .2 per unit of detached enclosed <br />park ing garages 1 andscaped and des i gned attracti ve 1 y. Res i dents <br />will not be allowed to store recreational vehicles, boats, or non- <br />operating cars in the facility. <br /> <br />Mattila said the number of enclosed stalls exceeds the amount <br />required by code. However, the number of off-street parking stalls <br />totals 585, and is 103 stalls short of the required 688 stalls. <br />The applicant wishes to enter into a proof of parking agreement with <br />the City for the 103 stalls. <br /> <br />The Planning Commission's concerns are: the density exceeds the 6 <br />to 7 unit per acre of existing townhouse developmrnts, traffic <br />levels, the lack of 2 garages per unit and detached garages, more <br />open space areas, and off-street parking on ring roads. <br /> <br />Benke felt the tour was very valuable and feels the concept would <br />be a pleasant addition to the community, but noted his concerns of <br />the unit density, parking, and rezoning.
