<br />I <br /> <br />'I <br /> <br />I <br /> <br />Council Meeting Minutes <br />May 8, 1990 <br /> <br />Page 3 <br /> <br />Council Business, continued <br /> <br />Report 90-105, Consideratioh of Action on Development Agreement for <br />Bri ghton Corporate Park has been omi tted from the agenda. The <br />omission is the result of a signed amended development agreement <br />from the developers which will enable a second building to proceed. <br />In addition, the developers report that they are very close to a <br />purchase agreement on the third site in the project. <br /> <br />Erny Mattila, City Planner, explained that Trammell Crow Company has <br />secured an option on the property located north of I-694, west of <br />27th Avenue NW, and south of 12th Street NW. The app 1 i cant is <br />request i ng a rezon i ng from B-1, Limited Bus i ness, and R-2, Two <br />Family Residential, to R-3B, Multiple Family Residential. <br /> <br />Bob Lux, Tramme 11 Crow Company, showed s 1 i des of the company 's <br />successful townhouse developments in Eagan, Edina, Bloomington, and <br />Minnetonka. The proposed New Brighton project would be very similar <br />to these developments in design and quality. <br /> <br />The project would offer upscale rental to people of middle and upper <br />income. The rental range would be $625-$950 per unit with <br />combinations of one, two and three bedroom units arranged in seven <br />and eight unit buildings. The two story buildings would be <br />clustered to allow for common open space at the center of the site. <br />The open space would be tied to the proposed City park and provide <br />a clubhouse for the townhouse community. <br /> <br />Peter Pfiester, Pfiester Architects, said the concept plan includes <br />the vacant property and three single family homes along 27th Avenue <br />NW and the rear portion of the nursing home property. The three <br />single family homes are proposed to be removed. <br /> <br />The total development encompasses 41 acres divided into 8 acres of <br />22 single family lots (being developed by Harstad), 5 acres of park <br />land, and 29 acres of rental property (273 rental units). Each unit <br />will be assigned one enclosed attached garage stall. Additional <br />enclosed stalls would be provided in detached garage structures. <br /> <br />John Johnson, Mierla and Associates, said the plan is designed to <br />,effectively reduce the amount of surface drainage leaving the site <br />and resolves the concerns of residents located north of 12th Street. <br />Also, a sound barrier comprised of earth berms and plantings would <br />be installed to reduce the amount of noise from 1-694. <br /> <br />Council Bus i ness <br /> <br />Brighton Corporate <br />Park Development <br />Agreement <br />Report 90-105 <br /> <br />Concept Plan and <br />Rezoning Property <br />North of I-694 and <br />27th Avenue NW <br />Report 90-106 <br />
