<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />April 24, 1990 <br /> <br />Page 5 <br /> <br />Public Hearing, continued <br /> <br />Susan Brustman, former New Brighton resident and League of Women <br />Voters member, feels the current system is wasteful, unsafe, <br />uneconomical, and harmful to the environment and wholly endorses an <br />organized system. <br /> <br />Benke stressed the need for Council to investigate the issue fully <br />before a decision is made. <br /> <br />Morris Wolf, 2670--14th St. NW, supports a system which is volume <br />based and encourages recycling. <br /> <br />Phyliss Reha, EQC member, noted that the recommended system requires <br />vo 1 ume based rates from all haul ers. Ms. Reha feels "freedom of <br />choice" is very important, but to accomplish the goal of reducing <br />waste and the harmful effects on the environment, an organized <br />system would be the best solution. <br /> <br />Judy Grant, EQC member, thanked the Council for considering the <br />proposed policy statement. Ms. Grant feels the final decision will <br />appropriate and one that residents will be able to adjust to. <br /> <br />Gunderman feels the issue of mandated recycling should be added to <br />the agenda of the staff and hauler workshop. Childs is instructed <br />to incorporate the Council IS concerns into a revised policy <br />statement. <br /> <br />Williams noted the importance of establishing a list of criteria in <br />order to accomplish the outlined goals. <br /> <br />A workshop between the staff and haulers has been scheduled on May <br />7th at 7:00 p.m. <br /> <br />Motion by Gunderman, seconded by Larson, to CLOSE THE PUBLIC <br />HEARING. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Motion by Brandt, seconded by Williams, to WAIVE THE READING AND <br />ADOPT A RESOLUTION OF INTENT FOR ORGANIZED SOLID WASTE. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Council noted that the adoption of a resolution of intent does not <br />require that an organized system be enforced immediately, but gives <br />the Council a gO-day period to design an appropriate program. <br /> <br />Public Hearing <br /> <br />Solid Waste Plan <br />Report 90-94 <br />Resolution 90-30 <br />
