<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />April 24, 1990 <br /> <br />Page 7 <br /> <br />Council Business <br /> <br />Erny Mattila, City Planner, presented a minor subdivision/lot width <br />variance for 1251--12th Avenue NW. <br /> <br />The request is to resubdivide three existing single family lots into <br />two single family lots, one of which would be substandard in width. <br />The two proposed single family lots would exceed the minimum lot <br />area requirement, but Lot 2 would only be 65 feet wide. Therefore, <br />a 10 foot lot width variance would need to be approved in order for <br />the proposed minor subdivision to be approved and recorded. <br /> <br />Strict enforcement of the City's R-l lot standards would cause the <br />owners an undue hardship because of unique circumstances to the <br />property which were not created by the landowner. <br /> <br />The Planning Commission held a public hearing on April 17, 1990, and <br />recommends approval of Pl-187 and VN-278. <br /> <br />Motion by Gunderman, seconded by Brandt to WAIVE THE READING AND <br />ADOPT THE RESOLUTIONS APPROVING PL-187 AND VN-278. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Brandt Rebelein, Ramsey County Charter Commission member, explained <br />the process involved in the creation of the Home Rule Charter for <br />Ramsey County. <br /> <br />The Commission was created by the State Legislature and members were <br />selected by District Court judges. The Commission has received <br />valuable assistance from the RCLLG and Ramsey County City Managers. <br /> <br />If the Charter is adopted by the voters in November, in essence, it <br />would be a constitution for Ramsey County. The Charter would give <br />the people the power to pass ordinances by Initiative, to vote on <br />exi sti ng ordi nances by Referendum, and to Recall i rresponsi bl e <br />elected officials. <br /> <br />It provides for professional management, limited bonding authority, <br />increased citizen participation regarding park land transfers, <br />coordination of county activities with local units of government, <br />and allows the voters to change and amend the charter. <br /> <br />A valid petition for action requires a specified voter percentage <br />to sign a petition; currently the number in Ramsey County would be <br />23,500.
