CONSIDERATION OF APPROVAL TO DIRECT THE HUMAN RIGHTS COMMISSION Increase Membership <br />TO DRAFT AN ORDINANCE AMENDING ARTICLE IV., SECTION 2-65, CITY of HRC <br />CODE, TO PROVIDE FOR EXPANSION OF THE HRC MEMBERSHIP TO 11 Report 90-83 <br />MEMBERS, AND TO APPOINT LEE ANTELL AS AN ALTERNATE TO THE HRC <br />ComISSION. <br /> <br />4 Ayes - 0 Nayes, Motion Carried <br /> <br />Public Hearing - None <br /> <br />Public Hearing <br /> <br />Council Business <br /> <br />Council Business <br /> <br />Samantha Orduno, Ass i stant to the City Manager, presented the <br />Citizen Study Committee (CSC) Report on Party Houses. Citizen Study Committee <br />Report on Party Houses <br />In response to citizen complaints of frequent loud, after-hours Report 90-84 <br />parti es, Council di rected the CSC to research the need for an <br />ordinance. <br /> <br />A subcommittee was formed and met with Police Chief John Kelley to <br />discuss the frequency and locations of disturbances. According to <br />the subcommi ttee' s research, the frequency of party di sturbances <br />was significant enough to warrant an ordinance. <br /> <br />The CSC's suggested ordinance allows for one written warning at the <br />first call of a disturbance, and if a second call occurs within 30 <br />days, a penalty would then be enforced immediately. <br /> <br />Council noted that the definition of an infraction could easily be <br />interpreted in a number of ways and requested staff and 1 ega 1 <br />counsel to consider this issue. <br /> <br />Motion by Larson, seconded by Williams, to REQUEST STAFF AND LEGAL <br />COUNSEL TO DRAFT AN ORDINANCE RELATING TO PARTY HOUSE DISTURBANCES. <br /> <br />4 Ayes - 0 Nayes, Motion Carried <br /> <br />City Engineer Les Proper said the granular activated carbon bids for Carbon Purchases for <br />the new water treatment plant were opened on April 5,1990. Only the PGAC <br />one bid was received and was found to be incomplete. Report 90-85 <br />
