<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />April 10, 1990 <br /> <br />Page 4 <br /> <br />Council Business, continued <br /> <br />Council Business <br /> <br />Before the bi d openi ng, several bondi ng compani es expressed that <br />they would not provide performance bonds because of concerns with Carbon Purchases for <br />spent carbon disposal. In addition, the various carbon the PGAC <br />manufacturers felt the bid requirements to provide several different Report 90-85 <br />carbons from different manufacturers could be interpreted as <br />collusion. <br /> <br />After reviewing purchasing options, it was decided the most feasible <br />option would be to rebid for furnishing and installing of standard <br />b i tumi nous carbon on 1 y . The bond i ng compan i es I concerns wou 1 d be <br />eliminated because the spent carbon would be handled under a <br />separate contract. Specifying a single standard bituminous carbon <br />will eliminate joint bidding and the possibility of collusion. <br /> <br />The new bid opening will be held April 23rd and should not delay <br />the opening of the new water treatment facility. The bids will be <br />presented for Council consideration at the April 24th meeting. <br /> <br />Greg Keil, Barr Engineering, feels the carbon disposal is not of <br />major concern because the material is not classified by Minnesota <br />as hazardous waste. The agreement with the Army would provide for <br />a funding mechanism to handle the disposal of the material. <br /> <br />Motion by Larson, seconded by Williams, to REJECT THE SINGLE BID <br />RECEIVED FOR GRANULAR ACTIVATED CARBON. <br /> <br />4 Ayes - 0 Nayes, Motion Carried <br /> <br />Motion by Larson, seconded by Williams, to AUTHORIZE THE RE-BIDDING <br />FOR CARBON PURCHASE FOR THE WATER TREATMENT FACILITY; BIDS TO BE <br />OPENED ON APRIL 23, 1990, AND PRESENTED TO COUNCIL FOR CONSIDERATION <br />OF AWARD AT THE APRIL 24, 1990, COUNCIL MEETING. <br /> <br />4 Ayes - 0 Nayes, Motion Carried <br /> <br />Motion by Benke, seconded by Williams, to AMEND THE COUNCIL BUSINESS <br />AGENDA TO INCLUDE THE CONSENT AGREEMENT FOR TRANSFER OF WELSH <br />BUILDING (TIF #7). <br /> <br />4 Ayes - 0 Nayes, Motion Carried <br />
