Mr. Witzke offered his assistance and <br />recycling experience to the EQC. <br /> <br />Mr. Kuentz reviewed the EQC's "minority" open plan. An open system <br />provides for collection of refuse, recyclables, and yard waste from <br />each resident by any hauler licensed to collect those items. <br /> <br />Each resident would negotiate a contract with a licensed hauler. <br />Apartment or townhouse complexes may negotiate a single contract for <br />collection refuse and recyclables. The hauler will establish and <br />co 11 eet the servi ce fee, and to encourage waste reduet i on and <br />recycling, a volume sensitive fee structure will be required. <br /> <br />County funding of the recycling program is scheduled to end January <br />1, 1991. Staff noted that a City-wide recycling plan would be <br />identified and implemented by that time. <br /> <br />The EQC feels an organized system is a reasonable way to provide the <br />recommended improvements in New Brightonls solid waste collection <br />system on a long term basis. <br /> <br />Lynn Skripka, League of Women Voters President, said the LWV <br />supports an organized collection system and believes this workable <br />plan would result in a less polluting system for New Brighton. <br /> <br />Council requested copies of Mr. Kuentz, Ms. Reha and Ms. Skripka's <br />presentations. <br /> <br />Sue McCarthy, LWV, supports the organ i zed plan, but noted it may <br />reduce the level of competition. A remedy may be hard negotiations <br />for a good contract in order to keep fees down. <br /> <br />City Sanitarian Dave Fridgen, said Ramsey County would provide 50% <br />of the costs to purchase recycling bins. The fund sources for the <br />remaining portion, equaling about $50,000, has not been determined. <br /> <br />Sue Stanik of Bel Air Sanitation, a hauler in North St. Paul, Little <br />Canada and White Bear Township, said North St. Paul's organized plan <br />has reduced the number of haul ers by 60% and forced a number of <br />smaller haulers out of business. Ms. Stanik said her company is <br />very competitive, but North St, Paul IS decision for an organized <br />system has stunted the growth of her business.
