<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />February 26, 1990 <br /> <br />Page 4 <br /> <br />Council Business, continued <br /> <br />Motion by Gunderman, seconded by Benke, to RECEIVE THE LAKE <br />SEDIMENTATION REPORT AND DIRECT STAFF TO PERFORM ADDITIONAL RESEARCH <br />ON LEGAL RAMIFICATIONS AND DEFINITION CLARIFICATION OF DNR AND RCWD <br />REGULATIONS; AND REVIEW LEGAL PERSPECTIVES OF THE RECOI\IMENDED RATIOS <br />FOR CONTRIBUTION RESPONSIBILITIES. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Members from the Envi ronmenta 1 Qual i ty Commi ss i on presented the <br />Waste Management Plan. <br /> <br />The 1980 Waste Management Act mandated requirements for reducing <br />reliance on landfills, An amendment to the act restricted disposing <br />of yard waste in landfills. <br /> <br />In 1987, Ramsey County published a master plan which strongly <br />encouraged use of an organized collection plan. In an organized <br />system, one hauler services accounts in a specific area rather than <br />having two or more haulers with overlapping routes. Ramsey County <br />is requiring cities to consider an organized collection system and <br />develop a long term funding method for recycling. <br /> <br />The law requires that a Resolution of Intent be passed and a 90 day <br />waiting period would follow before an organized plan is proposed. <br /> <br />Phyllis Reha, EQC, reviewed the EQC's "majority" organized plan <br />recommendation. The City would contract annually with a consortium <br />of haulers for refuse, recyclables, and yard waste collections from <br />single family dwellings and duplexes. Haulers currently serving New <br />Brighton will be included in the consortium and each would be <br />guaranteed the same number of stops. Additional accounts will be <br />distributed proportionately among the haulers. <br /> <br />The City will negotiate a fair monthly charge, and residents of <br />single family dwellings and duplexes will be subject to the same fee <br />structure. Apartment or townhouse complexes may negotiate a single <br />contract for collection refuse and recyclables. <br /> <br />The consortium will collect the solid waste collection fee, and to <br />encourage waste reduction and recycling, a volume sensitive fee <br />structure will be used. <br /> <br />Council expressed concern that the open system may cause the demise <br />of smaller haulers within the city. <br /> <br />Council Business <br /> <br />Lake Sedimentation <br />Study <br />Report 90-49 <br /> <br />Environmental Quality <br />Commissionls Waste <br />Management Plan <br />Report 90-50 <br />
