Minutes - January 17, 1995

Page 4

Motion to RECOMMEND APPROVAL OF LP-298, SUBJECT TO CONDffiONS.

Baker commented addition of the gas pumps might be a way of saving this business. The variance does
prove unique circumstances because of the irregularity of the property line caused by street right-of-way.

4 Ayes - 0 Nays. Motion Carried.

8:10- 8:30 P.M.

LP-295/SP-184

NEW BRIGHTON CARE CENTER

Mattila outlined the case report concerning a request to build an addition onto an existing nursing home and
showed slides of the site.

Mike Cheis, the Administrator of New Brighton Care Center, was present. Cheis said the New Brighton
Care Center was owned and operated by North Cities Healthcare, a Cheis family business. Cheis said they
needed to expand the facility to make room for the equipment needed to care for patients in an up-to-date
nursing home facility. The proposed project would increase the diningroom space and would be a two-story
addition. Services would be broader, thirteen three-bed rooms will be converted to thirteen two-bed rooms,
and thirteen single rooms will be added.

Livingston asked about the unassigned space in the lower level.

Cheis said there are many options for use of space. The nursing home business is changing and New
Brighton Care Center will be ready to adapt to future needs of the community.

Williams asked about the material proposed for the exterior of the building.

Cheis answered they have not that decided yet, but it will be whatever the City wants. It should blend well
with the Rottlund project.

Williams said the reason for his interest in the facade material is that it would be desirable for the New
Brighton Care Center building and the Rottlund project to complement each other in terms of color and
materials.

Cheis answered the roof design already takes the Rottlund design into consideration and New Brighton Care
Center wants to continue planning to blend with the townhouse project.

Livingston asked about the occupancy at New Brighton Care Center.

Cheis responded the occupancy over the last two years has declined, probably due to the unpopularity of
three-bed rooms.

There was no response to Baker's request for anyone in the audience wishing to speak at this public hearing.

Motion by Sande, seconded by Jensen, TO CLOSE THE PUBliC HEARING.
4 Ayes - 0 Nays. Motion Carried.

Sande suggested condition number six be added to the recommendation, THE EXTERIOR OF THE PROPOSED
ADDITION COMPLEMENT THE EXTERIOR OF THE ROTILUND TOWNHOUSES PROPOSED FOR THE SITE
ADJACENT TO THE NORTH, SUBJECT TO STAFF APPROVAL.

Motion by Sande, Seconded by Livingston, to WAIVE THE READING AND ADOPT THE RESOLUTION
RECOMMENDING APPROVAL OF SP-184.
