<br />Minutes - January 17, 1995 <br /> <br />Page 3 <br /> <br />Eicher responded the City Forester has yet to review the landscape plan. The Forester said that Ramsey <br />County and he had not decided on the final landscape requirements for Tom Thumb. <br /> <br />Mattila said the Development and Review Committee (DRC), a review committee consisting of department <br />heads that meets before every Planning Commission meeting, was attended by the City Forester. The <br />Forester pointed out the misspelling of phlox, but thought the proposed landscaping would be an improvement <br />over the pyramidal arborvitaes, which are now on the site. The Forester said that, at a future date using <br />grant money available to the City, this would be a boulevard area planted with deciduous trees as part the Old <br />Highway 8 Greenway Plan. The Greenway Plan should be underway sometime this year. <br /> <br />Williams said he was still concerned about the proposed traffic circulation on the site. <br /> <br />Mattila responded there is 24 feet between the gas pumps and the end of stall number seven, which is the <br />City requirement for a two-way aisle for parking areas. <br /> <br />Sande asked if enclosing the dumpster would help control litter and asked the cause of the litter problem. <br /> <br />Tarr answered customers open goods purchased and litter. There are outside trash receptacles on each side of <br />the door. <br /> <br />Erkfitz commented vehicles should only make a right turn coming out of the Tom Thumb parking lot. This <br />is violated all the time; there is a double line there. Increased traffic from Tom Thumb could create a <br />problem on Old Highway 8. <br /> <br />Sande asked if there is a no turn sign there now. <br /> <br />Erkfitz said there is no sign there, but there is a double line. <br /> <br />Jensen asked where the runoff from the site goes. <br /> <br />Mattila responded that a condition of approval requires that, before a building permit would be issued for the <br />canopy, a grading and drainage plan be approved by both the City Engineer and the Rice Creek Watershed <br />District. <br /> <br />Baker asked about the kind of complaints the City receives from convenience stores ~ith gas pumps. <br /> <br />Mattila answered E-Z Stop had an underground gasoline spill and they were pumping but gasoline. The <br />fumes from the pumping process triggered some calls to the City. The Fina store on Silver Lake Road had a <br />problem because the site was higher and sloped toward Birch Pond property. It took Fina about six months <br />to establish a good ground cover to eliminate the erosion problem. Otherwise, there may be an occasional <br />complaint about an early delivery awakening nearby residents, but that is about it <br /> <br />Jensen asked if the canopy lighting would be directed downward or to the side. <br /> <br />Tarr stated the lighting would be directed down. <br /> <br />Baker asked if PDQ on County Road D and Silver Lake Road had caused any complaints when they added <br />gas pumps. <br /> <br />Mattila answered none. <br /> <br />Motion by Livingston, seconded by Baker to WAIVE THE READING AND ADOPT THE ATTACHED RESOLUTIONS <br />RECOMMENDING APPROVAL OF SP-185, VN-300, AND NC-98, SUBJECT TO CONDITIONS. <br />
