<br />Minutes - January 17, 1995 <br /> <br />Page 2 <br /> <br />AGENDA REVIEW <br /> <br />Baker suggested a discussion on a Planning Commission member attending the Economic Development <br />Commission's meetings be added to the agenda. <br /> <br />PuBLIC HEARINGS <br /> <br />7:40-8:10 P.M. <br /> <br />LP-298, SP-185, VN-300 & NC-98 <br /> <br />TOM THuMB FOOD MARKETS, INC. <br /> <br />Mattila reviewed the case report concerning a request to allow gasoline sales and the construction of a pump <br />island canopy on a convenience store site. <br /> <br />Baker asked Mattila to point out the variance on the site plan. Mattila detailed the setback, explaining it is <br />also a Type IV nonconforming use. <br /> <br />Mattila showed slides of the site. <br /> <br />Mr. Gus Tarr, Real Estate Coordinator for Tom Thumb Food Markets, Inc., was present. Tarr said Tom <br />Thumb invited the neighbors within 350 feet of the store to an informational meeting at the Tri-City Legion <br />on November 16, 1994. Tarr said that the reason Tom Thumb was requesting gasoline sales is that <br />convenience stores must have gas pumps to survive. Tarr also said Mr. Mike Eicher of Pump and Meter was <br />there to answer questions. <br /> <br />Baker asked if anyone in the audience wished to speak at this public hearing. <br /> <br />Sue Hoff, appearing for Guy Ringwelski of 624 - 5th Avenue NW, expressed their opposition to gas pumps <br />because of the families living back there. <br /> <br />Nick Larsen, 642 - 5th Avenue NW, said he could not see the need for another gas station since there are <br />three on Old 8 and one on E2. The residents already cope with garbage blowing around from Tom Thumb. <br />Larsen said the added traffic would be a problem for the residents. <br /> <br />Prank Erkfitz, 1575 - 17th Street NW, stated he was present at the November 16 neighborhood meeting. <br />At that meeting, several issues were discussed that are not under consideration tonight. Litter and runoff are <br />problems for all the adjoining properties. Erkfitz said snow buildup was shown in the slides and a <br />bituminous curb along the fence would limit snow storage options. Erkfitz said the proposed gas pumps <br />would increase spillage and the lighting would create problems for the neighbors across the street. <br /> <br />Baker asked if anyone else would like to speak. No one responded. <br /> <br />Motion by Livingston, seconded by Sande, to CLOSE THE PUBLIC HEARING. <br /> <br />4 Ayes - 0 Nays. Motion Carried. <br /> <br />Livingston asked about the store hours. Tarr responded the hours are from 6:00 a.m. to 11 :00 p.m. The <br />hours would not change. <br /> <br />Williams asked Mattila if he thought the circulation would work well. It appears incoming cars using the <br />lower entrance could come very close to the cars parking in front of the store. The travel path appears to be <br />close to the southerly pump. Williams also asked for clarification of "flocks" in the landscape plan. <br /> <br />Williams stated the word is spelled "phlox" and said, frankly, the misspelling seems indicative of the quality <br />of the landscape plan. <br />
