<br />I <br /> <br />Council Meeting Minutes <br />February 13, 1990 <br /> <br />Page 4 <br /> <br />Council Business, continued <br /> <br />The EDC spoke to three interested developers and recommends that <br />the consortium of Larry Laukka, L.A. Laukka Development, Peter <br />Jarvis, BRW, Inc., and Realty Management Services be selected as <br />master developer to determine the feasibility and structure ofa <br />downtown project. <br /> <br />David Wilson, Chair, said the EDC prefers that the master developers <br />consider a broader base of development versus encouraging one <br />particular type of development. <br /> <br />Peter Jarvis, BRW, noted that his firm has been involved in many <br />successful redevelopment proj ects throughout the Metro Area. The <br />master developers will make a recommendation to the Council within <br />60 days. <br /> <br />A meeting with the downtown developers and property owners has been <br />scheduled for February 22nd at 5:30 p.m. <br /> <br />I <br /> <br />Motion by Gunderman, seconded by Williams, to WAIVE THE READING AND <br />ADOPT THE RESOLUTION SELECTING LARRY LAUKKA ET AL AS MASTER <br />DEVELOPER TO DETERMINE THE FEASIBILITY AND STRUCTURE OF A DOWNTOWN <br />REDEVELOPMENT PROJECT. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />David Childs, City Manager, presented for consideration the <br />Community Center Task Force's recommendation. <br /> <br />The Task Force has reviewed the results of the Community Center <br />survey and the updated construction and operational cost comparisons <br />between a combi ned Nati ona 1 Guard Armory/Community Center and a <br />stand-alone Community Center. <br /> <br />Childs summarized the survey results which indicate that there is <br />support among theose poll ed for the constructi oil of a Community <br />Center. <br /> <br />I <br /> <br />Support for a combined facility was based on the perception that it <br />would provide a substantial cost savings to the City. However, when <br />asked if the preference would continue if the costs savings were not <br />significant, this support dropped considerably. <br /> <br />The construction costs for a combined facility would be <br />approximately $600,000 more than a stand alone facility.
