<br />I <br /> <br />Council Meeting Minutes <br />February 13, 1990 <br /> <br />Page 5 <br /> <br />Council Business, continued <br /> <br />Ken Johnson, Co-Chair, explained that after evaluating cost factors <br />and citizen preference, the Task Force recommends that the Council <br />no longer consider a combined National Guard Armory/Community Center <br />as a viable concept for a Community Center project. The Task Force <br />requests direction from the Council regarding the approximate <br />timeline for further consideration of the Community Center concept. <br /> <br />General Cox, National Guard, noted that his staff has not reviewed <br />the construction and operational costs or the resident survey. <br /> <br />Motion by Williams, seconded by Gunderman, to DIRECT THE COMMUNITY <br />CENTER TASKFORCE TO PROCEED AND DEVELOP A WORK PLAN AND SCHEDULE <br />FOR AN INDEPENDENT COMMUNITY CENTER; AND EVALUATE ITS MEMBERSHIP TO <br />INSURE POTENTIAL USER GROUPS ARE WELL REPRESENTED; AND REVIEW THE <br />EXISTING FACILITIES AND PROGRAMS OF NEIGHBORING COMMUNITIES. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />I <br /> <br />Childs reviewed the revised animal control ordinance and noted the <br />revisions are the result of citizen, Council, and Police <br />dissatisfaction with the current ordinance and its limitations. <br /> <br />Significant changes include: new definitions of kennels and vicious <br />animals, feces control, warning requirement for barking dogs, <br />treatment of cats equal to that of dogs, and elimination of City <br />licensing. <br /> <br />Council received the report and scheduled the first reading of the <br />Animal Control Ordinance on February 26th Council Meeting. <br /> <br />After the second read i ng, the ordinance wi 11 be pub 1 i shed in the <br />City newsletter and signs will be posted in parks informing <br />residents of the ordinance. <br /> <br />Childs noted that Council received copies of the 1987 and 1988 Metro <br />Area community 1 iquor operations report, the mutual parking easement <br />agreement, and the Palmer Drive/Brandywine employee meeting minutes. <br /> <br />I <br /> <br />Childs reviewed the City's dramshop insurance rates and determined <br />the rates are competitive with other combination on/off sale <br />facilities. <br /> <br />Council Business <br /> <br />Community Center Task <br />Force Recommendation <br />Report 90-36 <br /> <br />Animal Ordinance <br />Report 90-37 <br /> <br />Liquor Operations <br />Report 90-38 <br />
