<br />I <br /> <br />Council Meeting Minutes <br />February 13, 1990 <br /> <br />Page 6 <br /> <br />Council Business, continued <br /> <br />Childs read the Council's framework policy statement regarding the <br />Palmer Drive/Brandywine and Powerhouse facilities. <br /> <br />Council noted that the continued operation of the Powerhouse is very <br />closely tied to the downtown redevelopment project. <br /> <br />Charlie Gravelle, Kraus-Anderson, said his firm feels the Brighton <br />Vi 11 agE:/Brandywi ne/Fi rstar Bank area is underuti 1 i zed. Kraus- <br />Anderson is exploring revitalizing the area and feel a <br />restaurant/bar facility is a desirable component. They have hired <br />a traffic consultant to ana1yze the area and will receive an <br />analysis within 4 months. <br /> <br />Council agreed to retain a restaurant/bar type facility as opposed <br />to a fast food restaurant in the Brandywi ne 1 ocati on. Locke <br />verified that the zoning ordinance would prohibit a fast food <br />restaurant from locating on this corner. <br /> <br />I <br /> <br />Motion by Benke, seconded by Brandt, to ADOPT THE PALMER <br />DRIVE/BRANDYWINE AND POWERHOUSE FACILITIES POLICY STATEMENTS; AND <br />DIRECT THE CITY MANAGER TO REPORT TO COUNCIL ON RECOMMENDED CHANGES <br />TO ADDRESS PROFITABILITY OBJECTIVES AND ADVISE ON THE PLANNING <br />RELATIONSHIP WITH THE DOWNTOWN DEVELOPERS AND KRAUS-ANDERSON. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Childs noted he will work very closely with the Liquor Operations <br />employees to develop profitability objectives. <br /> <br />City Engineer Les Proper explained, upon Council recommendation, the <br />next area of street reconstruction will be the Sunnyside area. The <br />ordering of an engineering feasibility study is the first step in <br />the process. <br /> <br />The Engineering Department will perform the feasibility study, but <br />some professional technical assistance will be needed. <br /> <br />Public meetings will be held this winter and the feasibility study <br />will be completed by early spring. The improvement hearing will be <br />held this spring and the survey and design work done throughout the <br />summer of 1990. The actual construction will be done in 1991. <br /> <br />I <br /> <br />Motion by Gunderman, seconded by Larson, to WAIVE THE READING AND <br />ADOPT THE RESOLUTION REFERRING PROPOSED SUNNYSIDE AREA STREET <br />RECONSTRUCTION PROJECT TO PUBLIC WORKS DIRECTOR FOR STUDY. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Council Business <br /> <br />Liquor Operations <br />Report <br />Report 90-38 <br /> <br />Feasibility Study for <br />Reconstruction of <br />Sunnyside Area <br />Report 90-39 <br />Resolution 90-16 <br /> <br />: i-": '~." <br />
