I

I

I

Council Meeting Minutes
January 23, 1990

Page 3

Special Order of Business, continued

Despite all the activity at the Federal level and all the problems
at the State level, 1989 in New Brighton was a time for many "gold
stars". In our discussion this past weekend at the planning
sessi on, we i dentifi ed quite a few "gol d stars". Number one on my
list, I would suggest is the fact that we acquired the services of
our new City Manager, David Childs. I am delighted to have him
here, I think he's going to fit in well because he brings with him
a commitment to customer service, a philosophy that we have been
using for the last several years in New Brighton. It is reflected
in our motto, "New Brighton The City That Works For You." Mr.
Chi 1 ds bri ngs with him a record of i nnovati on and a record of
accommodati ng the vari ous interests and perspecti ves as he goes
about dealing with the professional staff, residents, and Council.

The Police Department has earned some "gold stars" this year.
Number one is the achievement by the Police Department in receiving
the Nati ona 1 Law Enforcement Accreditati on, New Bri ghton is the
first city in Minnesota to do so. We established and implemented
the DARE Program to combat the drug problem wi th our kids and
already are starting to see some positive results.

We have development occurring, especially the Opus Project, and the
Interstate Corporate Centre on County Road D. They are prime
examples of efforts taking severa'l years to clean up 00r gateways
into the downtown area. Golden Pond is open and is providing homes
to our Senior Citizens.

Intergovernmental liaisons have been a high priority, and this year
I think welve been especially successful. First of all,
Counci lmember Dana Brandt has served ably on the Ramsey County
Charter Commission and has delivered a charter proposal for us to
consider this year. Councilmember Brandt has also served ably
leading our efforts on the North Central Cable Commission. Dave
Childs continues to serve as a board member of the Association of
Metropolitan Municipalities. Councilmember Roger Williams is now
Pres i dent of the Ramsey County League of Local Governments. We
initiated a series of meetings with the Quad Cities, our surrounding
Mayors, to work on joint efforts and opportunities. We had the
opportunity this year to provide leadership for all the cities in
Minnesota, in my role as Vice-President of the League of Minnesota
Cities. Our efforts extending beyond our boundaries get things done
that benefit all our residents I think this past year has been
successful and we've laid a great ground work for 1990.

Special Order of
Business

Mayor's State of the
City Address
