<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />December 26, 1989 <br /> <br />Page 3 <br /> <br />Council Business <br /> <br />Maurie Anderson, Park and Recreation Director, presented the request <br />for extension of the long lake Park Joint Powers Agreement. <br /> <br />The City presently operates Long Lake Beach and Boat Launch as part <br />of the parkland transfer under terms of the joint powers agreement. <br />The City chose to operate these two facilities in response to <br />resident concerns. <br /> <br />The Park Board and staff recommend a two-year extensions. Ramsey <br />County has also expressed their support. A two-year extension will <br />allow additional refinement to the operation and the boat launch. <br />The only change to the j oi nt powers agreement is the two-year <br />extension. <br /> <br />Funding for operations is derived from interest earnings on the Long <br />Lake Park fund and is included in the 1990 budget. <br /> <br />Anderson confirmed that the City retains beach and concession fees <br />to be used to off-set operating costs. The beach and boat launch <br />contribute to a total City outlay of $25,000-$30,000 for two years. <br /> <br />Motion by Gunderman, seconded by Larson, to APPROVE THE JOINT POWERS <br />AGREEMENT WITH RAMSEY COUNTY REGARDING AN EXTENSION THROUGH 1991 <br />RELATING TO MAINTENANCE AND OPERATION OF LONG LAKE REGIONAL PARK. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Margaret Egan, Fi nance Di rector, presented for consi derati on the <br />1990 budget and tax levy. <br /> <br />A public hearing for the 1990 Budget was held on December 18, 1989. <br />The Council requested the hearing be reconvened at the December 26th <br />Council Meeting to allow ample opportunity for the public to comment <br />on the budget. <br /> <br />After the public hearing, the Council will need to take action to <br />adopt the 1990 budget and certify the tax levy. <br /> <br />Since the December 18th hearing, the financing for the 1990 budget <br />has been modified to limit the change in taxes to an amount equal <br />to the loss of State aid. Therefore, the tax increase wi 11 be <br />$402,000. This is offset by a decrease in State aids of the same <br />do 11 ar amount.
