Benke explained the proposed survey is <br />a proven scientific analysis of a cross-section of residents which <br />produces a very high accuracy rating. Generally, mail-out <br />questionnaires are not as accurate as telephone interviews, because <br />a high percentage of mail-out questionnaires are not returned. <br /> <br />Williams noted that people are more responsive to telephone <br />interviews and this tends to increase the accuracy of the survey. <br /> <br />Benke said the Task Force will continue to encourage and solicit <br />public opinion during the planning process. <br /> <br />Mr. Dahms feels not all residents are willing to participate in <br />funding of a community center. Williams noted that according to the <br />1988 survey a majority of the residents would be willing to increase <br />their taxes by an average of $54 per year to fund a community <br />center. <br /> <br />DRI finds telephone surveys to be more accurate because of a <br />person's willingness to express their opinion over the phone. The <br />telephone survey is designed to interview a broad cross-section of <br />residents to include diversities of age, sex, income level, and <br />property owner. <br /> <br />Motion byWilliams, seconded by Gunderman, to AUTHORIZE CITY MANAGER <br />TO ENTER INTO AN AGREEMENT WITH DECISION RESOURCES, LTD. TO CONDUCT <br />A COMMUNITY CENTER SURVEY. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Kevin Locke, Community Development Director, presented for <br />consideration an agreement for the acceptance of a donation of <br />property from John Miller. <br /> <br />John Miller proposes to donate 3.47 acres in 1989, an additional <br />5.13 acres in 1990, and sell the remaining 8.6 acres to the City in <br />1990 at $1 per square foot or $375,000 total. The property may be <br />purchased on an interest-only basis for 10 years with the principal <br />due at the end of the 10 year peri ad. The interest rate woul d be <br />7% and amounts to $26,250 per year.
