<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />December 26, 1989 <br /> <br />Page 5 <br /> <br />Council Business, continued <br /> <br />Childs presented a brief summary of the Community Center planning <br />status along with consideration of an agreement with Decision <br />Resources, Ltd. to conduct a community center survey. <br /> <br />The architectural firm of BWBR in collaboration with Ron Rinker of <br />Denver has been worki ng with the Community Center Task Force to <br />determine program components and design work for the Community <br />Center/Armory facility. <br /> <br />The Task Force identified a number of elements that they felt should <br />be included in the Community Center. Discussions with the National <br />Guard indicated a number of questions concerning the availability <br />of several components originally designed for joint use. <br /> <br />Staff made a recommendation to the Task Force for consideration of <br />a community survey to address the relevant issues of the project. <br /> <br />On December 14th, the Task Force Steering Committee met with Bill <br />Morris and Diane Traxler of Decision Resources, Ltd. (DRL) to <br />discuss a survey of New Brighton residents on the issues related to <br />a community center. <br /> <br />DRL conducted the City's 1988 community survey and has assisted over <br />25 Twin City communities and school districts in gauging public <br />opinion on various issues. <br /> <br />The survey process is similar in design to the 1988 community <br />survey. It will consist of random sample calls to 400 New Brighton <br />homes and each person will be asked 60 questions relating to the <br />community center issue. The Community Center Task Force, Steering <br />Committee, Council and staff will assist in determining what topic <br />areas will be covered. <br /> <br />The survey results should provide valuable information to Council <br />and the Task Force with which to gauge public opinion, specific <br />components and programs, and the level of support for funding. <br /> <br />The cost of the survey is $5,200. Additional professional services <br />may be provided at our request, subsequent to the survey results, <br />at the rate of $75.00 per hour. <br /> <br />Gunderman feels it is appropriate to conduct a survey to determine <br />the public's opinion and support for the project. <br /> <br />Williams feels it is 11important to keeping checking with the folks <br />to see that the Task Force is on target.
