<br />Project Description: <br /> <br />RLK Associates met with Barny Mattila of the City of New Brighton's Planning Department on <br />August 17,1995 to discuss KinderCare Learning Centers, Inc. (KinderCare) proposal to develop a <br />daycare facility on the vacant parcel of B-1 zoned property on Silver Lake Road, north of County <br />Road E. The attached site plan package identifies the proposed improvements. KinderCare has <br />authorized RLK Associates, Ltd. to develop a site plan package which identifies how the 2.0 acre <br />site will be developed. <br /> <br />The site development package has taken under consideration the City Codes and OrdinanceS which <br />will control the site development. The site plan package identifies a building which will be located <br />parallel to Silver Lake Road and set back 130' from the property line. A site survey has been <br />performed by Ron Krueger and Associates, Inc. and wetland delineation has been performed by <br />Franklin I. Svoboda & Associates. The site plan has been adjusted to minimize encroachment into <br />the small wetland along the eastern property line. A 6' height retaining wall is proposed to <br />separate the KinderCare parking lot from the existing wetland. The storm water generated from <br />the site is being diverted into the proposed storm sewer which in turn will flow into New Brighton's <br />storm water system. The landscape plan screens the adjacent residential lots and exceeds the City <br />of New Brighton's requirements. <br /> <br />The daycare facility will typically operate from 6:00 a.m. to 6:00 p.rn. Monday through Friday. <br />The average KinderCare daycare facility will accommodate 180 children throughout the day. <br />Approximately 1/3 of the children arrive between 6:00 a.m. and 8:00 a.m., 1/3 between 8:00 a.m. <br />and 10:00 a.m. with the remaining 1/3 arriving after 3:00 p.rn. The location of this facility will <br />service a tremendous need for quality daycare facilities for the residents of New Brighton and <br />families which utilize the adjacent roadways on their avenues to work. <br /> <br />Property Description: <br /> <br />That part of Outlot C, Wexford Heights 1st Addition according to the recorded plat thereot: <br />Ramsey County, Minnesota. <br /> <br />Site Survey: <br /> <br />The existing 2.0 acre parcel is vacant and was originally disturbed by the building of the Wexford <br />Heights project. One small wetland has been identified on the plan along the eastern property line. <br />This wetland has been staked by Frank Svoboda and Associates. The wetland has been identified <br />as in poor condition due to the amount of previous disturbance on the site. RLK Associates <br />proposes to mitigate 1630 SF of the existing wetland and replace it at a 2:1 ratio based upon state <br />guidelines. The remaining portions of the site consists oflow grasses, which have overtaken the <br />previously disturbed portions of the site. <br /> <br />Site Plan: <br /> <br />The site plan identifies the proposed building to face east and provide a 45 car parking lot. The <br />parking lot is outside the 25' setback from the residential lots and the 25' setback from Silver Lake <br />Road. Access to the site will be from a proposed access drive from Silver Lake Road.
