<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />November 28, 1989 <br /> <br />Page 3 <br /> <br />Public Hearing - None <br /> <br />Council Business <br /> <br />David Childs, City Manager, presented the first reading of the <br />Recreational Fire Ordinance. <br /> <br />The ordinance refers to recreational and ground thawing fires in <br />City parks and private properties. <br /> <br />Outside fires of wood used solely for recreational, ceremonial, food <br />preparation or social purposes shall be permitted only if conditions <br />are in accordance with the ordinance. <br /> <br />Larson asked if this ordinance prohibits the use of grills on wooden <br />decks of apartment buildings or multi-residential buildings. Childs <br />will investigate if grills are covered in the City Code. <br /> <br />Motion by Larson, seconded by Brandt, to WAIVE THE FIRST READING OF <br />AN ORDINANCE AMENDING THE NEW BRIGHTON CITY CODE RELATING TO <br />RECREATIONAL FIRES. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Les Proper, Ci ty Engi neer, presented a supp 1 ementa 1 report on a <br />proposal to ban parking on County Road [-2. <br /> <br />A staff recommendation to ban parking on County Road E-2 between 1- <br />35W and 5th Avenue NW was made at the October 24, 1989, Counci 1 <br />Meeting. At that time, Council requested staff to further study the <br />need for a full-time ban and/or if banning parking on both sides was <br />warranted. <br /> <br />To determine if the parking should be banned for safety reasons, a <br />review of the accident history was made for the period January 1, <br />1989, through October 31, 1989. During this period, 16 accidents <br />were reported, 8 of which have written accident reports. Four of <br />the 8 written accidents involved personal injury and 1 involved a <br />parked vehicle. Seven of the 8 written accidents occurred at the <br />1-35W ramps or at the IlTIl intersection with 5th Avenue NW and were <br />not of the nature a parking ban would correct. <br /> <br />In conclusion, the County Road E-2 accidents do not justify a total <br />parking ban from a safety standpoint. <br /> <br />Staff recommends a parking ban on the north side of County Road E- <br />2.
