Both Chief Kelley and <br />Proper support this proposed action. <br /> <br />Mrs. Collins, original complainant, and Mr. Krinke, owner of Tank <br />and Tummy, agreed that a parking ban on the north side of County <br />Road [-2 between I -35W and 5th Avenue NW woul d be a reasonable <br />solution. <br /> <br />Williams noted that the previous staff recommendation was to ban all <br />parking on County Road [-2. Will iams feels the current <br />recommendation is correct, but encouraged staff, in the future, to <br />conduct' extensive research before making a recommendation to <br />Council. Childs noted that the original recommendation reflected <br />the parking ban restrictions of other Ramsey County roads within the <br />City. Because this situation was unusual, staff observed traffic <br />levels and found a parking ban on the north side seemed the best <br />compromise. <br /> <br />In the future, Brandt recommends that staff be instructed to present <br />alternatives of solutions from which Council can select the <br />appropriate action. <br /> <br />Motion by Williams, seconded by Brandt, to WAIVE THE READING AND <br />ADOPT THE RESOLUTION REQUESTING RAMSEY COUNTY TO BAN All PARKING ON <br />THE NORTH SIDE OF COUNTY ROAD E-2 BETWEEN I-35W AND 5TH AVENUE NW <br />24 HOURS PER DAY. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Kelley pl~esented the first reading of an ordinance regulating <br />operation of all-terrain vehicles (ATVs). <br /> <br />ATVs were banned at one time from on-street -operation by state <br />statute. The statutes have changed so that only state and state- <br />aid routes are covered by this statute. The control and enforcement <br />of ATVs on city streets has been delegated to the cities. <br /> <br />A similar ordinance which is enforced by the Police, tightly <br />regulates snowmobiles. <br /> <br />The proposed ordi nance incorporates statute into ordi nance by <br />reference, and prohibits non-governmental unit ATV usage on all <br />streets. Operation is allowed "in an emergency. . .
