Snowmobiles can be operated <br />on designated public trails, waterways, streets and highways, when <br />an ATVwould be prohibited from these areas. <br /> <br />Williams asked if an individual would be allowed to drive an ATV to <br />a fi shhouse on long lake. Ke 11 ey said the ATV woul d need to be <br />trailered while being transported on city streets. Because long <br />Lake is under the jurisdiction of the Department of Natural <br />Resources, the New Brighton ordinance would not prohibit the use of <br />AlVIs on long lake. <br /> <br />Motion by Brandt, seconded by Williams, to WAIVE THE FIRST READING <br />OF AN ORDINANCE AMENDING CHAPTER 29, ARTICLE III, SNOWMOBILES, OF <br />THE CITY CODE TO REGULATE THE USE OF ALL-TERRAIN VEHICLES ON CITY <br />STREETS, LANDS, AND FROZEN WATER SURFACES. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Childs presented a proposal for a long term disability program for <br />City employees. <br /> <br />Earlier this year, Council directed staff to conduct a study for a <br />program which would provide income protection to employees in case <br />of a catastrophic illness or injury. <br /> <br />After research i ng several programs, a l'equest for proposals was <br />adverti sed in August. The two insurance carri ers who submitted <br />proposa 1 s were: Mutual Benefi t Life, Capra & Assoc.; and School <br />Insurance Fund, Ochs Agency. <br /> <br />Staff met with each carrier to develop program prOV1Slons which <br />would provide the maximum coverage to employees at the most cost <br />efficient rate. <br /> <br />Although the two carriers were similar, School Insurance Fund, was <br />less costly and more flexible in streamlining costs and adapting <br />provisions which best serve our needs. <br /> <br />The LlD plan proposed for New Brighton will cover only full-time <br />employees and would be paid for by the employees through payroll <br />deduction.
