<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />October 24, 1989 <br /> <br />Page 4 <br /> <br />Council Business <br /> <br />Les Proper, City Engineer, presented a request to ban parking on <br />County Road E-2 between I-35W and 5th Avenue. <br /> <br />Staff received a complaint regarding exhaust fumes and engine noises <br />from trucks being parked along County Road E-2 between 1-35W and 5th <br />Avenue NW. <br /> <br />Trucks enteri n9 and 1 eavi ng I -35W stop at the Tank and Tummy <br />Convenience Store and park along County Road E-2 with their engines <br />running. The engine noise is a problem late at night and early in <br />the morning when residents are sleeping. Also, the parking creates <br />a safety problem by impairing vision at driveways and side streets <br />which enter onto County Road E-2. <br /> <br />Since County Road E-2 is under Ramsey County jurisdiction, Council <br />will need to adopt a resolution requesting the County Board to ban <br />parking on County Road E-2. <br /> <br />Po 1 ice records show four property damage and one personal i nj ury <br />accident has occurred since January 1989, along County Road E-2. <br />Thre~ of the property damage accidents occurred at 2nd Avenue NW and <br />the other property damage accident and the personal injury accident <br />occurred at 5th Avenue NW. <br /> <br />Police Chief Kelley and Proper reviewed the complaint and agreed the <br />on-street parking creates a safety hazard, in addition to being a <br />nuisance. <br /> <br />Benke noted that he was ori gi na 11 y contacted by <br />investigate establishing an overnight parking <br />acknowledged that truck parking also occurs in the <br />and impairs motorist's vision during the day. <br /> <br />a res i dent to <br />ban.
