<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />October 24, 1989 <br /> <br />Page 5 <br /> <br />Council Business, continued <br /> <br />Motion by Gunderman, seconded by Williams, to REQUEST THE <br />ENGINEERING AND POLICE STAFF TO FURTHER INVESTIGATE THE TRAFFIC <br />ACCIDENT DATA AND GIVE RECOMMENDATION TO COUNCIL WITHIN THE NEXT 60 <br />DAYS. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Kevi n Locke, Communi ty Development Di rector, presented for <br />consideration the increasing of license fees for offensive and <br />dangerous trades. <br /> <br />Various license fees are reviewed annually and the Offensive and <br />Dangerous Trades License renewal date is November 1. <br /> <br />Staff recommends the fees be raised significantly to reflect the <br />actual cost of public services related to the Offensive and <br />Dangerous Trades in New Brighton. <br /> <br />The cost of inspections, monitoring the State permit process, and <br />responding to complaints related to the rendering plants in New <br />Brighton are far in excess of the current or even the proposed fees <br />for a license. <br /> <br />Benke asked if Arden Hi 11 s share of these moni tori ng costs is <br />included in the New Brighton total. Locke verified that Arden Hills <br />contributions are not included in these expenses. <br /> <br />The following factors have contributed to the exceptionally high <br />1989 expenses: the forming of the Air Quality Board, the retaining <br />of an air quality consultant, public information campaigns and <br />mailings, and various legal fees. <br /> <br />Williams is not adverse to raising the license fees, as long as it <br />is justifiable and not discriminatory. Williams found the increase <br />to be truly representative of the costs being borne by the City. <br /> <br />Brandt confi rmed that these 1 i cense fees app 1 y to on 1 y the two <br />rendering plants located within the City. <br /> <br />Motion by Williams, seconded by Gunderman, to WAIVE THE READING AND <br />ADOPT A RESOLUTION SETTING LICENSE FEES AS AUTHORIZED BY CHAPTER 15 <br />OF THE NEW BRIGHTON CITY CODE. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Council Business <br /> <br />Installation of IINo <br />Parkingll signs along <br />County Road E-2 <br />Report 89-260 <br /> <br />License Fees for <br />Offensive and Dangerou< <br />Trades <br />Report 89-261 <br />Resolution 89-140 <br />
