This meeting was a discussion of possible
program needs fOI" the proposed Community Center. On November 16th
the arch i tects wi 11 present a menu of programs to the full Task
Force.

The City is able to move forward with the preliminary program and
design work, but the Guard cannot secure the necessary State design
funds until title to the site is received. Consequently, they are
unable to enter into a contract with Mr. Dickey for the design work.

One solution involves the City entering into an agreement with the
Guard to provide for the funding and reimbursement of architectural
services associated with the preliminary design work.

The City would reimburse the Guard for these services subject to
the following limitations:

1. If a site is selected within the City by June 1, 1990, the
~1innesota State Armory Building Commission shall utilize its
best efforts to secure Federal funding to reimburse the City
for such costs.

2.

If a site is subsequently selected outside the City, the
Minnesota State Armory Building Commission shall reimburse the
City for the non-site specific architectural costs.
