General Cox verified that <br />the Guard prefers to retain their own arch~tect, Art Dickey, who has <br />worked on several area armories. General Cox stressed that their <br />main concern now is receiving title to the selected site. <br /> <br />Motion by Benke, seconded by Larson, to WAIVE THE READING AND ADOPT <br />THE RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO AGREEMENT <br />WITH THE NATIONAL GUARD FOR FUNDING AND REIMBURSEMENT OF <br />ARCHITECTURAL SERVICES. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Kelley presented the National League of Cities Program, "Cities and <br />Towns Fight Back Against Drugs". <br /> <br />The NLC has suggested several programs that Ci ty Council s across <br />the nation can adopt and coordinate during the week of December 3- <br />9, 1989. <br /> <br />Kelley noted there are several drug prevention programs being <br />presented in the area school systems. There programs are: Project <br />QUEST, Project DARE, and Project CHARLIE. Each program is different <br />in content, but Kelley feels Project DARE is overall the better of <br />the three programs. <br /> <br />Brandt feels the City's participation in the NLC program is <br />important and the introduction of Project DARE to the community is <br />an excellent start. <br /> <br />Officer Ed Werneke, New Brighton DARE Officer, has just completed <br />a two-week DARE training program in Los Angeles, California. <br />Werneke found the training to be very strict, intense, and <br />stressful. It was the most challenging and rewarding training he <br />has ever attended. <br /> <br />The program entailed presentations by school district personnel, <br />drug enforcement authorities, and medical experts. The main focus <br />wa$ to prepare the officers to make informative presentations on <br />drug prevention.
